The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Office of Managed Care (OMC)intends to award a simplified acquisition on a sole source basis to The National Committee for Quality Assurance, Washington DC. The basis for this requirement is: The contractor shall analyze and submit final report on Health Plan employer Data and Information Set (HEDIS) report card information and Managed Behavioral Health Organizations (MBHO) and Managed health care Organizations ( MCO) accreditation data to derive performance benchmarks and quality improvement models for mental health and substance abuse services. Specifically, the contractor shall analyze and report on: 1)behavioral health performance data from the Health Plan Employers Data and Information Set submitted by managed care plans;2)accreditation information from managed behavioral health and managed health care organizations conducted by NCQA with a particular emphasis on quality improvement, primary health/behavioral health coordination and substance abuse prevention/mental health promotion efforts reported by plans;3)relationships between HEDIS performance data and accreditation data from the MCO and MBHO surveys. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
