requirement for a personal services contract (PSC) to provide planning,
operational and logistical support and contract oversight for the
bilateral counternarcotics aviation program in Peru. The PSC:
(a)performs oversight and evaluation of contractor operations. (b)plans
work, sets or negotiates deadlines and completion dates and reviews and
accepts final work. (c)identifies developmental and training needs.
(d)maintains operational contact with field coordinators and directs
bilateral/multilateral activities. (e)serves as the forward field
coordinator at forward operating sites. (f)develops plans and programs
for improving the institutional capabilities of the Peruvian aviation
unit. (g)helps the Peruvian National Police (PNP) Aviation unit to
develop, coordinate, organize and implement operational systems and
procedures. (h)develops operational tactics and new training procedures
through the Office of Aviation training/standardization staff.
(i)analyzes all facets of aviation operations management involving a
fleet of tactical rotary wing and transport aircraft. (j) implements
and oversees execution of operations and maintenance training programs
providing bilateral aviation support to Peru. (k)assists in the
development, design and implementation of bilateral aviation projects,
infrastructure development and project oversight. MINIMUM
QUALIFICATIONS: (a) U.S. citizen eligible for State Department security
clearance. (b)Bachelor's degree or equivalent (i.e., Associates degree
with five years related experience or ten years related experience in
the military, law enforcement, international development,
international affairs, or public administration). (c)Typing and basic
computer skills. (d)Spanish language ability at the R/3, S/3 level.
(e)FAA helicopter pilot rated or military equivalency with minimum of
1500 hours flying. Advanced skills as an Instructor pilot,
Standardization Instructor pilot and Instrument Flight examiner highly
desired. (f) Thorough knowledge of FAA regulations. (g)In-depth
knowledge of aviation aircrew training and standardization programs.
(h) Extensive experience as an aircraft operations officer/manager in
a military or civil organization involved in training and
standardization of rotary wing pilots, the tactical employment of
aircraft in a high threat environment and deployment of aircraft
OCONUS. (i)must be physically qualified to live in Peru and willing to
engage in frequent in-country travel to remote locations. (j)As this
is a flying position, must complete a FAA second class medical
examination annually. EVALUATION CRITERIA: (a)offeror's ability to plan
and analyze international counternarcotics aviation operations and
logistic support programs. Must cope with such diverse factors as
foreign assistance legislation, bilateral agreements, U.S. policy,
available USG aircraft support and private sector aviation support.
(b)offeror's understanding of aviation program management practices,
procurement regulations and guidelines and budget development,
execution and monitoring. (c)offeror's demonstrated ability to grasp
complex aviation program management issues to include fixed and rotary
wing operations; aerial survey and reconnaissance operations;
supporting logistics; maintenance programs involving diverse aircraft
types. (d)offeror's knowledge of FAA, DOD and International Civil
Aviation Organization operations and Federal Acquisition Regulation
pertaining to procurement support and aviation contract management.
(e)offeror's aeronautical qualifications and flight experience and
ability to provide tactical employment advice and instruction to
helicopter pilots. (f)offeror's ability to evaluate maintenance
management procedures. (g)offeror's basic knowledge of aircraft
