Background "This announcement constitutes a Market Research/Sources
Sought Synopsis. This Request for Information (RFI) is issued for the
purpose of identifying potential contractors with the capability to
accomplish the following effort, as well as identifying businesses who
can offer the same or similar services in the commercial market place
at established catalog or market prices. The C-141 Total Training
System (TTS) will consist of two components: Aircrew Training System
(ATS) and Maintenance Training System (MTS). On the C-141 TTS, the
contractor will be responsible for the following tasks: (1) Provide all
aspects of aircrew student ground training and management including all
required training media (e.g., computer-based training, texts,
classroom training aids, etc.), courseware, and instructors. (2)
Provide maintenance training capability at a level of
fidelity/concurrency to support training certification at the level
specified in the contract. (3) Upgrade maintenance training devices to
thecurrent aircraft configuration. (4) Ensure that C-141 TTS
concurrency is achieved by establishing a C-141 TTS concurrency program
that provides training prior to aircraft modification delivery and
minimizes disruption to student throughput. This shall include, but not
be limited to, activities such as Associate Contractor Agreements,
aircraft configuration tracking, and the development of a program
concurrency process. (5) Operate and support the Training System
Support Center (TSSC) to provide hardware, courseware and software
configuration management and concurrency support for the C- 141 TTS as
well as instructional support and courseware maintenance. (6) Provide,
maintain and update a Training Management System (TMS) necessary to
support and operate the C-141 TTS. (7) Provide, manage, and maintain a
support package to include: spares, support/test equipment and
technical data required to sustain the C-141 TTS. (8) Perform scheduled
and unscheduled maintenance for all C- 141 TTS training equipment.
Responses to this RFI should include the following: (1) Describe your
current and past experience in providing flight crew training for heavy
transport, multiple crew position aircraft. (2) Describe your current
and past experience with the development, manufacture, and integration
of aircraft concurrency modifications into aircraft training devices
(including aircrew and maintenance training devices). (3) Describe your
present technical capabilities. (4) Describe your current and past
experience with the maintenance and development of software and
hardware baselines of complex training simulators. (5) Describe your
current and past experience with managing and operating the logistics
support of complex suites of maintenance and aircrew training devices
at multiple sites. (6) Describe your current and past experience with
courseware/computer based training, curriculum development, academic,
and simulator instruction. (7) Provide any thoughts as to the
feasibility of this being a commercial buy using FAR Part 12. Ifyou
believe this acquisition is a candidate for FAR Part 12, please provide
samples of standard commercial practices and/or commercial contract
terms and conditions, which you may have used in previous commercial
contracts with the Government on similar acquisitions. (8) All
respondents shall indicate whether they are large or small business in
relation to SIC Code 8299, Schools and Education Services Not
Elsewhere Classified (Flight Training Services), size standard $18.5M.
Also, all respondents shall indicate whether they are a socially and
economically disadvantaged business, a woman owned business, a
historically black college or university, or minority institution. The

Government plans to combine the C-141 TTS Industry Day with the
Training System Acquisition Two (TSAT) Industry Day to be held on 15-16
Aug 00 at Wright-Patterson AFB to discuss the above information
requested in the RFI and to tour the C-141 TTS facilities at WPAFB.
More information regarding the combined C-141 TTS and TSAT Industry Day
will be published on the PIXS when it becomes available. In order to
have a productive Industry Day, the Government is soliciting
suggestions from Industry on the items that they would like to see
presented on the C-141 TTS during Industry Day. Please e-mail any
suggestions to Mr. Dan Pennington by 4 Aug 00. The Government is in the
early stages of the acquisition process for this program and is still
defining the acquisition strategy. There is the possibility that
depending upon the acquisition strategy chosen that respondents to this
solicitation may not receive the opportunity to bid on this program.

utilize the subject bulletin board as the primary means of timely
communications. In accordance with FAR 52.215-3, Request for
Information or Solicitation for Planning Purposes (Oct 1997), the
Government does not intend to award a contract on the basis of this
solicitation or to otherwise pay for the information solicited except
as an allowable cost under other contracts as provided in subsection
31.205-18, Bid and proposal costs, of the Federal Acquisition
Regulation. The information received under this RFI will not obligate
the Government in any manner. An Ombudsman has been appointed to
address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
