The Fleet and Industrial Supply Center, Norfolk Detachment, Postal Operations Division (POSTOPSDIV) Washington DC has a requirement to lease a M3 Mixed Mail Manager System designed to bring automation and data management to sorting and reporting functions. The following lists provides some of the salient features that apply: 1) must interface with an existing Pitney Bowes Accutrac Accounting System; 2) must have a minimum of 2 separation mechanisms to insure single feeding of mixed mail thickness and size; 3) must feed mail up to " thick; 4) Optical Character Reader scan area must read complete address or a mail piece measuring up to 10" by 14"; 5) machine/sorter must read machine print, handprint, hand-written, and interoffice address for sorting; 6) machine's in-line printer must apply text messages and date stamp, time stamp and print postal barcodes on mail pieces; 7) must be modular for bins scalable from 11 to 50; 8) must have capability to assign bins that can receive high volumes of mail; 9) sorter must set feeder for variable speeds to accommodate hard and easy to feed mail; 10) must be for one person operation; 11) software must be compatible for use on a Windows based system at a minimum; 12) must have a database look-up system, database management tools, and video coding system The complete and detailed salient features and characteristics shall be included in the solicitation package. The Federal Supply Code (FSC) for this requirement is W099. The Standard Industrial Code (SIC) is 5044. This contract will consist of a base year and three one year option periods.
