The U.S. Postal Service intends to award a Fixed Price Design/Build Contract for the construction of a Vehicle Control Building (VCB) and related site work at the existing Denver, CO -- Bulk Mail Center. No fixed mechanization is required. Scope of work includes, but is not limited to, all trades typical to the complete construction of a project such as demolition, site work, site utilities, paving, off-site work, landscape and irrigation, concrete foundations, slab on grade, concrete, steel structure, steel roof structure, roofing, siding, waterproofing, insulation, sheet metal, metal stud partitions, gypsum board walls and ceilings, acoustical ceilings, interior finishes, millwork, custom cabinets and fixtures, carpentry, signage, doors and windows, hardware, plumbing, electrical, communications, mechanical as described in the solicitation for proposals. Phasing is required to maintain operations and safety of employees. An abbreviated guide to the scope of work follows: Civil -- Site Information. Note the information in the Geotechnical Report. Site is located at 7755 E. 56th Avenue, Denver, Colorado, 80217-2000. Civil -- Site Design: Scope of Work includes new pipe and inlets. Parking and Drives. The VCB is approximately 1,276 gross square feet. Site work is approximately 348,000 gross square feet of concrete and asphalt paving. Architectural -- Scope. The VCB is to be a one-story, economical structure. Representative construction type to be: steel framed building with metal roof. Mechanical -The Scope of Work includes a new sewage pump connecting to the existing sewage lift station and force main. Electrical/Communications Systems. VCB communications systems include electronic time clock, local area network, energy management system, postal vision, fire alarm, telephone, radio, and irrigation control. Electrical/Lighting. Replace all existing site lighting on east side of BMC with high mast poles and fixtures. Electrical/Security Systems. VCB security systems include closed circuit television cameras for the VCB and site, Access Control badge reader. Site security systems for Access Control includes: gate badge reader and gate controller. The work under this project is subject to the Errors and Omissions (Clause 7-5). Technical Qualifications Evaluation is based on a 100-point system total : (Experience -- 40 points, Management Plan -- 25 points, Financial Capability -- 15 points, Organization -- 15 points, Statement of Entity Backlog -- 5). The estimated cost range is between $2,000,000 and $3,000,000. After final approval of funding by the Postal Service, and successful negotiations, a contract will be awarded to the general contractor whose proposal offers the best value to the Postal Service. That design/build firm will proceed with the completion of design documents to 100% percent and construction of the new U. S. Postal Service owned facility. Total design and construction estimated completion date is 365 calendar days after issuance of Notice to Proceed. The issue date is July 20, 2000. Proposals are due August 24, 2000, at 4 p.m. For subcontracting opportunities, Minority Business Enterprises, Women-Owned Businesses, and Small Business Enterprises, contractors and suppliers may request a solicitation package and submit a proposal in their firms name.
