E-MAIL: Wayne J. Simmons, wayne.simmons@msfc.nasa.gov. NASA/MSFC plans to issue an Invitation for Bid (IFB) to provide the labor, equipment, and materials to construct Building 4315, Wellness Center. Work will include coordination with other Government contactors, under another contract running concurrently with this contract, to erect two fabric structures. The fabric structures are currently located on MSFC and will be dismantled, relocated, and erected by the Government and/or by another Government contractor under a separate contract. Work will include the installation of the slab and foundations for the fabric structures and the coordination with the Government including any other Government contractor involved in the relocation and erection of the fabric structures. This project also includes installation of lights, power, HVAC, plumbing, partitions, and other items in the fabric structures after their erection. This project also includes the construction of a building between the two fabric structures containing lockers, restrooms, an equipment room, and a reception area. There are five additive alternates which will be included in the bid package. The alternates are (1)construct offices and store in East Building; (2) construct east side of "Entrance Road Loop"; (3) pave parking lot; (4) install AC unit for East Building; and (5)install AC unit for West Building. All requests must be in writing and contain the complete company name, address, and phone/fax numbers. Requests for IFB packages must include a cashier's check in the amount of $25.00 made payable to "NASA MSFC CASHIER." Award of this project is contingent upon the availability of funds. Safety records of the prime contractor and subcontractors will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) OF 1.0 OR LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. REQUESTS FOR IFB PACKAGES WILL NOT BE ACCEPTED LESS THAN FIFTEEN DAYS PRIOR TO BID OPENING. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The order of magnitude for the procurement is $500,000.00 to $1,000,000.00 and the effort shall be completed within 270 days from Notice to Proceed. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 1541 and 17M, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date FOR IFB MSFC 0-00-12 is on or about AUGUST 8, 2000 with an anticipated proposal due date of on or about SEPTEMBER 8, 2000.
