Contract work will be performed at the Nascolite Superfund site; the nature of this work is hazardous (lead). The work in this contract will consist of the following: demolition, removal and disposal of the site's building slabs and foundations; excavation and off-site disposal of the site's lead contaminated soil; and removal and disposal of general site debris including abandoned utilities, wells and debris/soil piles which may or may not contain lead or other hazards. The soil remediation areas have been delineated into five separate areas for excavation ranging in depth from 1.5 feet to 12 feet. Contract work will involve restoration of an EPA Priority Wetlands area. The site is located within 50 feet of railroad tracks and some of the areas designated for excavation will be performed on the railroad's right of way. Railroad shoring and bracing and other special requirements for work on railroad right of ways will apply to the work in this contract as well as additional insurance requirements. The Contractor shall possess the necessary qualifications, registrations and certifications required for work on a Superfund site and perform the work in accordance with all applicable federal, state and local environmental laws and regulations. The Contractor shall be responsible for obtaining all permits and licenses required for the work. The Standard Industrial Classification (SIC) is 8744. Both the Davis-Bacon Act and the Service Contract Act wage rates will apply to this work. Solicitation documents will be furnished on CD-ROM only; hard copies will not be available. One copy of the plans and specifications will be furnished on CD-ROM to each bidder at no charge. Completion time for the project is 270 calendar days. Estimated cost range of the project is $1,000,000 to $5,000,000. Award of the contract will be made as a whole to one bidder. Liquidated damages will be specified. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. The solicitation is 100% set aside for 8(a) contractors.
