The Defense Distribution Center (DDC) has a requirement for the establishment of an Indefinite Delivery Indefinite Quantity Multiple Award Contract for a variety of construction/building related efforts to include, but not necessarily limited to industrial, recreational, general, alterations, maintenance, repair and new. All work shall be performed at the Defense Distribution Depot Susquehanna (DDSP), New Cumberland and Mechanicsburg, PA; Carlisle Barracks (CAB), Carlisle, PA; and Middletown Air Base (MAB), Middletown, PA. Contract period shall be from date of contract award through one year with four (4) option year periods. The Government intends to issue the solicitation by August 31, 2000. Proposal due date and time will be stated in the solicitation package. A Pre-Proposal Conference/Site Visit will be conducted. The exact date and time for this conference will be stated in the solicitation package. Multiple awards will be made as a result of this solicitation. The Government anticipates thatcontracts will be awarded to at least three (3) contractors. Each awarded contractor shall be guaranteed a minimum of $25,000.00 during the term of the contract including option year periods. The minimum ordering limitation per task order will be $2,000.00. The anticipated maximum ordering limitation for this contract is estimated up to $5,000,000.00 per year. Competition for issuance of task orders will be limited to awardees under this contract. All awardees shall be given a fair opportunity to be considered for each task order. This negotiated procurement will be accomplished using the tradeoff source selection process in accordance with FAR 15.101-1. The tradeoff source selection process will result in awards to contractors offering the best value to the Government. Offerors will be required to submit a technical and a price proposal in accordance with the solicitation instructions. Technical/Management capabilities are more important than Price. Specific evaluation criteria will be stated in the solicitation.
