Quantico, VA has a requirement for the manufacture and installation of
soundproofing panels for the CH-46E Helicopter.(i) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This solicitation number is
M00146-00-R-0026. (iii) This solicitation is issued as a Request for
Proposal (RFP). (iv) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18 and Defense Acquisition Circular 98-19. (v) The SIC
Code is 3728 with a corresponding size standard of 1000. (vi) A
firm-fixed price type contract is anticipated. (vii) The following
describes the services needed, Clin 0001 Soundproofing Blankets and
Panels to be manufactured and installed in accordance with the
following statement of work, paragraph 1.0 and Drawing number
A1-H46AE-400-000 for CH46-E Helicopter, Qty 1 each, Clin 0002
Soundproofing Blankets and Panels to be manufactured and installed in
accordance with the following statement of work, paragraph 2.0 and
Drawing number A1-H46AE-400-000 for CH-46E, Qty 3 each. (viii)
Statement of work: I. Introduction: The Marine Helicopter Squadron One
at the Marine Corps Air Station, Quantico, Virginia has a requirement
for the manufacturing and installation of fifty-six (56) individual
interior soundproofing blankets and panels per Helicopter to be custom
manufactured and installed aboard four each CH-46E Helicopters. II.
Scope: The contractor shall be responsible to provide all manpower and
other resources necessary to carry out the services described in this
Statement of Work. All labor, supervision, equipment, and materials
necessary to accomplish the tasks shall be the responsibility of the
contractor. III. Scope of Work: Paragraph 1.0 CLIN 0001. This one (1)
each Helicopter, BUNO # 157692 is utilized for operational testing and
evaluation. It currently has no soundproofing panels installed in the
cargo or cockpit area. The contractor will be responsible for the
proper measuring and manufacturing of all fifty-six individual interior
panels located on the aircraft's sidewalls, and intermediate side
wall/overhead areas located in the cargo area and the cockpit area of
the helicopter. Metal Panels will need to be measured and manufactured
for all of the aircraft's overhead areas. Quilted blankets will then
need to be manufactured to cover the panels prior to installation. All
Sidewalls and intermediate side walls will only have quilted blankets
manufactured and secured to each sidewall by Velcro. Each panel and
soundproofing blanket is to be custom manufactured and installed as
identified in Manual / Drawing Number A1-H46AE-400-000, which is
available at the following Web Site: http://www.natec.navy.mil.
Paragraph 2.0 CLIN 0002. These three(3) each helicopters, BUNO #
153362, 157681, and 157679 currently have existing soundproofing panels
installed. New soundproofing blankets will need to be manufactured and
re-installed onto each overhead panel. Each helicopter will have the
existing panels removed by the Government and furnished to the
manufacturer for the new soundproofing blankets. The contractor will be
responsible for inspection and repair of any corrosion or stripped-out
holes from previous screws on all metal overhead panels prior to the
installation of the new quilted blankets. All Sidewalls, intermediate
side walls will only have quilted blankets manufactured and secured to
each sidewall by Velcro. The Government will remove old glue from each
helicopter prior to the installation of the new soundproofing panels.
New Quilt blankets will need to be custom manufactured and installed
for each overhead panel, sidewalls and intermediate sidewall/overhead
area, as identified in Manual / Drawing Number A1-H46AE-400-000, which
is available at the following Web Site: http://www.natec.navy.mil.
Paragraph 3.0 Soundproofing blankets will be manufactured utilizing
green for the cargo area and black for the cockpit area as identified
in Manual / Drawing Number A1-H46AE-400-00. Ceiling thickness for each
quilted blanket is " and sidewall thickness is ". Each quilted blanket
is made up of three (3) layers, closed cell vinyl/nitrile (foam)
insulating material which will not absorb water or oil. All
soundproofing material must be FAA certified. Paragraph 4.0 All
soundproofing blankets will attach to each Helicopter with Velcro or
LTD fasteners as identified in Manual / Drawing Number
A1-H46AE-400-000. Paragraph 5.0 Soundproofing blankets and panels will
conform to DOD and FAA Guidelines for proper materials and
manufacturing procedures. Paragraph 6.0 Blankets and panels will be
installed at the contractor's facility. Contractor is to ensure that
each helicopter is to be kept in a hangar during the
modification/installation of the soundproofing panels and blankets. It
is not acceptable for the helicopter's to be outside during the
installation/modification of the panels. Each Helicopter will be
brought to and picked up from the contractor's facility upon completion
of the installation of the soundproofing panels and blankets by a
Government representative. The Marine Helicopter Squadron One at the
Marine Corps Air Station, Quantico, VA will send one (1) Marine to
accompany the aircraft to the installation/modification site for
technical assistance in fitting and installing the panels, removal and
replacement of troop-seats as required, and putting the Helicopter in
the hangar and securing the Helicopters. Paragraph 7.0 Installation of
the soundproofing panels and blankets should be completed within
fifteen (15) days after receipt of each Helicopter. (ix) Interested
contractor's can obtain manual/drawing at the following web site
http://www.natec.navy.mil or should contact the Contracting Department,
MCAS, Cherry Point, NC for a copy of Drawing Number A1-H46AE-400-00.
Final inspection and acceptance to be performed by the government
within 15 working days after complete installation of the soundproofing
blankets and panels. (x) The following clauses and provisions apply to
this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial
Items applies. Offerors are to include a completed copy of the
provisions at FAR 52.212-3,and DFARS 252.212-7000 with their proposal.
FAR 52.212-4, Contract Terms and Conditions applies FAR 52.212-5,
Contract Terms and conditions Required to Implement Statutes or
Executive Orders -- Commercial Items applies with the following FAR
clauses in paragraph (b) and (c) which will apply to the resultant
contract: FAR 52.203-6, Alt I; FAR 52.219-4; FAR 52.219-8; FAR
52.219-14; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36;
FAR 52-222-37; 52.225-18; 52.232-33; and FAR 52.247-64. DFAR
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items applies with the following clauses in paragraph (b)
which will apply to the resulting contract: DFARS 252.225-7001; DFARS
252.225-7012; DFARS 252.225-7036; DFARS 252.243-7002 and DFARS
252.247-7024. (xi) This requirement has been assigned a Defense
Priorities and Allocations System (DPAS) rating of DO-A1C. (xii)
Contract Award -- The Government intends to award a contract to the
low, technically acceptable offer, submitted by an offeror whose past
performance demonstrates a record of satisfactory performance IAW FAR
Part 15.304. Past Performance will be evaluated. The Government
reserves the right to award to other than the low, technically
acceptable offeror when the offeror's past performance demonstrates a
pattern of unsatisfactory contract performance. Offerors shall contact
the contract specialist for past performance questionnaires. The
Government may (1) reject any or all offers if such action is in the
public interest, (2) accept other than the lowest offer, and (3) waive
informalities and minor irregularities in offers received. The
Government may award a contract on the basis of initial offers
received, without discussions. Therefore, each initial offer should
contain the offeror's best terms from a cost or price and technical
standpoint. Effective 01 March 1998, all contractors must be registered
in the Central Contractor Registration (CCR) database as a condition of
contract award. Contractors may register at http://www.acq.osd.mil or
call the Dod Electronic Commerce Information Center at 800-334-3414.
(xiii) Offerors must acquaint themselves with the regulations
concerning Commercial Item acquisition contained at FAR Subpart 12 and
must ensure that all Representations and Certifications are completed
and returned as called for in this solicitation. Offerors not in
possession of the above referenced clauses in full text may obtain them
at http://farsite.hill.af.mil/. (xiv) Responses to this solicitation
are due by COB 08 Aug 2000 and should be mailed to: Supply Directorate,
Contracting Dept., Bldg. 159, Door T1, PSC BOX 8018, MCAS, Cherry
Point, N.C. 28533-0018. Offer must be in writing. Facsimiles will be
accepted at (252)-466-3571, however, the Government will not be
responsible for late proposals due to mechanical failures of the fax
machine or busy phone lines. A fax proposal will be counted timely if
the fax machine began receiving it prior to the deadline. No oral
