This serves as a small business sources sought notice to locate qualified sources for the manufacture of 2-way antenna power dividers and 8-way antenna power dividers. The Space and Naval Warfare Systems Center anticipates issuing a solicitation for a base year with three one year options. This procurement is intended to be a firm fixed price, indefinite delivery, indefinite quantity contract; other than the guarantee in the base year, there is no minimum guarantee on the option years. The estimated quantity range for the 2-way power divider, in the base year, is minimum of 16each/maximum of 175 each; for the 8-way power divider, in the base year, the range is minimum 32 each/maximum 350 each. The mandatory specifications for the 2-way power divider are: 1) Frequency Range: 0.960 to 1.215 GHz; 2) Insertion Loss: 3.6 dB mix (including split loss); 3) Output Port Isolation: 16 dB min.; 4) VSWR: 1.30.1 max; 5) Peak Power Rating: 1.2 KW, input to power divider MUST withstand 490 VDC; 6) Average Power Handling: 140 Watts average w/max load VSWR=1.60:1; 7) Amplitude Balance: +/- 0.2dB max.; 8) Phase Balance: +/- 2 degrees max; 9) Operating Temp: -62 degrees to 72 degrees 'C'; 10) SHALL meet the Environmental Requirements of MIL-STD-2036A, 3 Sept '93, a] shock, b] vibration, c] materials, d] corrosion, and e] Corona and RF Electrical Breakdown. The mandatory specification for the 8-way power divider are 1) Frequency Range: 0.96 to 1.215 GHz; 2) Insertion Loss: 9.7 dB max (including split loss); 3) Output Port Isolation: 16dB min; 4) VSWR: 1.30.1 max.; 5) Peak Power Rating: 1.0 KW. Input to power divider MUST withstand 490 VDC; 6) Average Power Handling: 140 watts average with max load VSWR=1.8.1 shall meet the requirements of handling rated power when the remaining posts are terminated with a 1.8:1 VSWR; 7) Amplitude Balance: +/- 0.3 dB max.; 8) Phase Balance: +/- 3 degrees max.; 9) Operating Temperature: -62 degrees to 70 degrees 'C'; 10) Power dividers to be provided in phased matched sets, matched to +/- 3 degrees. Sets to be identified by referring to the serial number (i.e., 1A and s/n; 1B for a phased matched set); 11) SHALL meet the Environmental Requirements of MIL-STD-2036A, 3 Sept '93: a] shock, b] vibration, c] materials, d] corrosion, and e] Corona and RF Electrical Breakdown. Test and inspection reports will be submitted IAW DID DI-NDTI-80809A. A configuration drawing will be provided upon request. The award will be single source only, no split awards will be considered. Capabilities will be judged by previous or current experience. Any interested SMALL BUSINESS source who can provide manufacturing capabilities IAW the above mandatory specifications and the configuration drawing is invited to submit a written qualification statement as it relates to relevant past performance (previous or current experience) in manufacturing antenna power dividers for the past five (5) years. The package shall include the following: (1) Name and address of applicant (Corporate/Principle office); (2) name, telephone, and fax number of point of contact; (3) date firm started; (4) SIC Code; (5) type of business (i.e.. small business, small disadvantaged 8(a) certified, Woman-owned small business, small disadvantaged business (not 8(a) certified)); and (6) contractor's capabilities to meet [a] the MIL-STD-2036A requirements; and [b] Peak Power Rating to withstand 490 VDC. All of the information sought should be conveyed in no more than 10 pages. Each response must reference the sources sought title. The applicable Standard Industrial Classification Code for this acquisition is 3679 and the small business size is 500 employees.
