The Fleet and Industrial Supply Center Puget Sound (FISCPS) has a requirement for a flushing unit in support of the Puget Sound Naval Shipyard (PSNS), Bremerton, WA. The unit is to be used to clean oxygen piping systems by flushing with Navy Oxygen Cleaner (NOC) and Grade B Water. It shall consist of two tanks. One tank is filled through a filtered fill connection with NOC and the other tank is filled with Grade B water. The tanks are piped to a sealed electrical pump that delivers NOC to the system to be cleaned through a strainer and valved duplex filters. The initial flush is performed with unheated water to remove any large particulates. This flush is followed with heated NOC. Once the hydrocarbon level is acceptable, the NOC is blown out of the system with nitrogen and the NOC is flushed from the system with heated Grade B water. Unheated Grade B water is recirculated to remove particulates. Delivery of the unit to PSNS will be required within 8 weeks after award. The RFQ will be issued utilizing the procedures of FAR Part 12, Commercial Acquisition. A best value evaluation will be accomplished, price and past performance considered. In accordance with FAR 5.203(h), the solicitation closing date has been reduced to 25 days from the publishing of this announcement. It is anticipated that the RFQ will be issued on or about 04 Aug 00, with quotes due by 21 Aug 00.
