synopsis/solicitation for commercial items prepared in accordance with
the format set forth in Federal Acquisition Regulation (FAR), Subpart
13.5, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested, and a written solicitation will not be issued.
This solicitation is issued as Request for Proposal (RFP) Number
DASG62-00-R-0011. This solicitation document and the incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18. This combined synopsis/solicitation is issued
unrestricted and open to all interested parties. DESCRIPTION/CONTRACT
LINE ITEM NUMBERS: The following specifications are issued as Brand
Name or equal specifications, and set forth the Government's minimum
requirements. With that, the term "or equal" is not added to each
item/component description, but is instead stated here and applied to
all items and components discussed hereafter. The specifications set
forth herein are not all inclusive but provided to associate
requirements with Contract Line Items (CLINS) under which offerors may
submit proposals. Please see the full specification at the Army Space
Command website at www.armyspace.army.mil (see Contracting Tab,
Contracting Opportunities) for a full listing of the minimum salient
characteristics of the items required. The tracker specified herein
will be referred to as the APT Tracker or tracker. The Government
currently owns a tracker which is less capable than the one requested
herein. Additionally, the Government owns a Raytheon Radiance HS high
frame rate (120Hz) 256X256 pixel infrared camera. This equipment is
located at the White Sands Missile Range, White Sands, New Mexico. The
tracker set forth herein shall interface with the Radiance camera.
This camera will be made available to support integration and test.
Additionally, it shall be compatible with the existing APT which hosts
a 28 Hz 60 cm diameter gimballed telescope accompanied by a 300 Hz
tertiary mirror capable of providing stabilized images to a full
aperture sensor (the 300 Hz mirror is currently used only in an auto
alignment function). CLIN 0001: BASIC UNIT -- APT Tracker 1 each: The
offeror shall provide an Advanced Pointer Tracker (APT) Tracker that
will acquire 256x256 pixel array digital imagery at up to 120Hz and
compute the required track error signals necessary to drive the APT
through a high speed digital parallel interface. CLIN 0002: OPTION 1 --
Compensated Computation Option 1 each: The contractor shall provide the
Tracker set forth in CLIN 0001 above with an acquisition and loop
compensated computation of up to 480Hz for the 128x128 pixel array and
up to1200Hz for the 64x64 pixel array to drive a fast tertiary mirror
through an analog output port. CLIN 0003: OPTION 2 Concurrent
Operation Option 1 each: The contractor shall provide the Tracker set
forth in CLIN 0002 above with the capability of concurrent operation
for track transfer capability between the 120Hz "low" bandwidth track
error processor and the 1200Hz "high" bandwidth track error processor.
Tracker control and processed imagery will be made available to the
system operator. Approximately thirty seconds of digital imagery and
data will be stored on disk for posttest review/playback and transfer
to permanent storage media (such as CD ROM). CLIN 0004: OPTION 3 Onsite
Training -- 1 each: The contractor shall provide on-site training (at
White Sands Missile Range, New Mexico) for up to 5 personnel on the
operation, maintenance and programming of the Tracker. CLIN 0005:
OPTION 4 -- SOFTWARE SOURCE CODE 1 lot: The contractor shall provide
the source code required for Government maintenance,
integration/interface with other electronic equipment, and upgrade of
units. The license shall as a minimum be a Government and site support
contractor use only license. CLIN 0006: WARRANTY 1 each: The
contractor shall provide a commercial warranty, which as a minimum
consists of on-site repair/servicefor one calendar year after
acceptance of the tracker. DELIVERY: Delivery for all CLIN's shall be
FOB Destination . Products offered under the terms of a Federal Supply
Schedule contract shall be so stated, to include GSA contract number
and terms. A copy of the pertinent pages of the schedule shall be
provided with the offeror's proposal. Products not provided under a
Federal Supply Schedule shall fully articulate and demonstrate
technical capabilities set forth herein, and shall clearly articulate
how all requirements, to include warranty, will be met. Catalog cuts
and other information required to substantiate the offeror's claims
shall be provided with the offeror's proposal. See in this respect FAR
52.211-6, Brand Name or Equal. With regard to FAR 52.211-9, Desired
and Required Time of Delivery, the Basic Unit (CLIN 0001) is desired to
be delivered FOB Destination no later than six (6) months after receipt
of order (ARO) and required to be delivered FOB Destination no later
than eight (8) months ARO. Option 1 and/or Option 2 is desired to be
delivered FOB Destination no later than six (6) months after completion
of acceptance testing of the Basic Unit or award of the Option,
whichever is later, and is required to be delivered FOB Destination no
later than eight (8) months after completion of acceptance testing of
the Basic Unit or award of the Option, whichever is later. Option 3 is
desired to be delivered FOB Destination within five (5) calendar days
of acceptance of the Basic Unit and/or Options 1 and 2 and is required
to be delivered FOB Destination within 10 calendar days of acceptance
of the Basic Unit and/or Options 1 and 2. Option 4 is desired to be
delivered FOB Destination within 30 calendar days after exercise of
Option 4 and is required to be delivered FOB Destination within 60
calendar days after exercise of Option 4. Delivery/Acceptance point is:
U.S. Army; CSTE-DTC-WS-DT; Directorate for Applied Technology, Test and
Simulation; White Sands Missile Range, New Mexico 88002. Government
workdays are Monday through Friday between the hours of 0730 and 1630
MT. FAR provision 52.212-1, Instructions to Offerors-Commercial Items,
applies to this acquisition, with the following addenda: Per FAR
12.603(b) the SF 1449 is not used. Period of acceptance of offers
Offeror agrees to hold the prices in its offer firm for 60 days after
Government receipt of proposals. Award is anticipated no later than
August 29, 2000. All such responses will be evaluated IAW FAR 52.212-2,
Evaluation Commercial Items. Basis of Award: The Government will award
a contract resulting from this solicitation to the responsive,
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and other factors
considered. The following evaluation criteria shall be used to evaluate
offers: (1) Technical Capability ability to provide the products stated
herein of the same or better functional and physical characteristics;
(2) Total Proposed Price, inclusive of all CLINs, price most
advantageous price considering all other factors; (3) Past Performance
ability to consistently deliver and maintain, during term of warranty,
quality products and technical support in a timely manner and (4)
Schedule ability to meet or exceed required delivery dates. Evaluation
Criteria are listed in descending order of importance. As a minimum,
the Government will award CLINs 1 and 6 as to Basic contract. The
Government reserves the right to exercise Options 1 4 within one (1)
calendar year of award of the Basic contract. The Government may
exercise options either individually or collectively. The Government
will exercise its unilateral right to exercise the options(s) at any
time within this one (1) calendar year period and will provide a notice
60 calendar days prior to the exercise of the option advising of the
Government's intent to exercise the options(s). See in this respect FAR
52.217-7, Option for Increased Quantity Separately Priced Line Item.
PROPOSAL PREPARATION INSTRUCTIONS: The Offeror shall clearly
demonstrate how the products proposed meet the requirements set forth
herein regardless of how offered (e.g., open market, Federal Supply
Schedule). The Offeror shall provide proposal information (e.g.,
catalog cut sheets, etc.) that substantiates the performance
characteristics and the equivalency of the product offered to the
product stated and required herein. The Offeror shall clearly state how
he proposes to meet all of the terms set forth herein, to include
warranty and delivery. Offerors that offer products against Federal
Supply Schedules shall provide copies of the pertinent pages of the
schedule to verify the offeror is an authorized agent/supplier under
the FSS and relevant pages to validate prices offered. Prices shall be
structured in accordance with the CLIN structure stated above. The
Offeror shall provide a minimum of three (3) references to which the
same or similar products and services have been delivered within the
last two (2) years. References shall include the product/services
delivered, contract number, date of contract award, date of acceptance
by the receiving organization, contracting office point of contact,
technical office point of contact, current telephone and fax numbers
for both and statement regarding problems with the product, contract
and/or delivery. The Government will only consider the information
provided in the offeror's proposal. Award may be made without
discussion; therefore, each offeror is encouraged to submit their best
terms with their proposal. Failure to submit the information set forth
herein for evaluation may render the offer nonresponsive. Offerors
shall include a fully executed copy of the FAR provision at 52.212-3,
Offeror Representations and Certifications Commercial Items, with their
