66 -- WEATHERPROOF PLANT SAP FLOW MEASURING SYSTEM SOL 2000-4431-015 DUE 081000 POC Terry A. Krutz, Contracting Officer, (662)686-5361 The USDA, ARS, Mid South Area, National Soil Dynamics Laboratory, Auburn, Alabama has a requirement for a Weatherproof Plant Sap Flow Measuring System from Dynamax, Inc., Houston, Texas or equal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. IFB2000-4431-015 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide prices for the following: Completely assembled weatherproof plant sap flow measuring system (used for direct measurement of plant transpiration or water consumption) consisting of data logger including software capable of loading data logger with parameters and programs, programs that are menu driven for fast data retrieval and capable of automated real-time sap-flow graphics for analysis of whole plant transpiration utilizing via PC workstation/portable, power supply, peripheral cables/connectors and sap flow sensors. Sap flow sensors must be energy balanced sensors (capable of measuring the amount of heat carried by plant sap which is converted into real-time sap flow in grams or kilograms per hour, i.e, measures absolute mass-flow), non intrusive, flexible, not harmful to plants, reusable, portable, and require no calibration. Item No. 1 -- FLOW32-AO (Flow32 AO sap Flow System) Automated 8-gauge sap flow system consisting of : DNX10 Datalogger, eight gauge multiplexer, weatherproof enclosure, eight 25ft. ECW cables, RS232 interface, 9 pin to PC Com1, 96K storage module, data retrieval and analysis software with graphics (software to download data, monitor and retrieve date inclusive of real-time sap-flow graphics for PC workstation or portable), dual controlled adjustable voltage regulators, Flow32 Version 2.1 software upgrade with "Power-Down" option, 12 V battery (AH) and 4.5A charger (12V) -- 1 each, Item No. 2 -- FLOW32-B (Flow32 B Sap Flow System) Eight gauge expansion kit for Flow 32-AO consisting of: Eight gauge multiplexer, weatherproof enclosure, eight 25ft. Cables to sensors, dual adjustable voltage regulator (Controllable), 100ft. Cable to Flow32A, 12 V battery (7AH) and 4.5A charger (12 V) -- 2 each, Item No. 3 -- FLOW32-C (Flow32 C Sap Flow System) Eight gauge expansion kit includes: eight gauge multiplexer, weatherproof enclosure, eight 25ft. Cables to sensors, 100ft. Cable to Flow32A, dual adjustable voltage regulator (Controllable), 358K storage module, 12 V battery (7AH) and 4.5A charger (12 V) -- 1 each, Item NO. 4 -- ECC100 (extra Length Cable for Flow32 B added to standard to make 200ft.) -- 1 each, Item No. 5 -- FL-EXT (RS232 Extension, 50 meters (164 meters))- 1 each, Item No. 6 SGB50-WS Sap flow sensor: Stem Gage 2" with weather shield. Sap flow sensors must be energy balance sensors (capable of measuring the amount of heat carried by plant sap which is converted into real-time sap flow in grams or kilograms per hour, i.e, measures absolute mass-flow), non-intrusive, flexible, not harmful to plants, reusable, portable, and require no calibration -- 16 each, Item No. 7 -- SGB35-WS Sap Flow Sensor: Stem Gage 1.5" with weather shield. (Sap flow sensors must be energy balance sensors (capable of measuring the amount of heat carried by plant sap which is converted into real-time sap flow in grams or kilograms per hour, i.e, measures absolute mass-flow), non-intrusive, flexible, not harmful to plants, reusable, portable, and require not calibration) -- 16 each, Item No. 8 -- ECW7: Extra length 8 conductor cables, 75ft. added to standard to make 100ft -- 4 each, Item No. 9 -- ECW-50: Extra length 8 conductor cables, 50ft added to standard to make 75ft -- 20 each, Item No. 10 -- ECW-25: Extra length 8 conductorcables, 25ft added to standard to make 50f -- 8 each. Item No. 11 MEC-1: Screw locking connector set (9 pin, Installed), includes female/male set, ordered with systems. Installation 2 ft. from system exit, sealed from rain and environment -- 32 each. Delivery of the equipment shall be made within 45 days after receipt of the contract order and will be delivered to USDA, ARS, MSA, National Soil Dynamics Laboratory, 411 South Donahue Drive, Auburn, Alabama 36332. Prices should reflects that they are FOB Destination. Price will include everything identified above.
