THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED
IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
PM0033 and the solicitation is being issued as a Request for Proposal
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-15. The Environmental
Protection Agency anticipates that the contract will be awarded to
Ruprecht & Patashnick Co. Inc. as a result of this solicitation. A
firm-fixed-price purchase order is anticipated to result from the award
of this solicitation. This procurement is NOT a total small business
set aside and the SIC No. is 3829 with a size standard of 500
Employees. This procurement is not a follow-on to a prior contract.
This acquisition is for the delivery, FOB Destination, of four Chemical
Speciation Sequential Samplers. The four delivery locations are
Research Triangle Park, NC 27709, Jefferson City, MO 65109, Tampa, FL
33605, and Las Vegas, NV 89119. The EPA, Office of Air Quality Planning
and Standards is currently assisting states in implementing the
National PM2.5 Chemical Speciation network. State and local agencies
are expected to have around 300 Speciation samplers in the
fully-implemented network. A number of state and local agencies are
interested in the purchase and use of a recently developed sequential
Speciation sampler available from Rupprecht and Patashnick (R&P). This
sampler is not available on the National Contract. States are
interested in using this sampler in the National Speciation trends
network in order to reduce the burden on field operators by providing
automated sequential versus manual sampling. We cannot deny state
agencies the use of this new sequential sampler. Since data consistency
and quality are a necessity for the National network, we have a need to
evaluate the acceptability of this sampler's use for the Speciation
trends program. Four sampling devices must be acquired. The number of
samplers is necessary to support a determination of precision
(collocated pair) and to evaluate the sampler under various
climatological and environmental conditions. The requirement is to
provide 5 line items: 1) 4 ea. Partisol SEQ Samplers, PN
99-006282-0120, 2) 24 sets of 3 cartridges, PN 59-006997-0001, 3) 1 ea.
Impactor Grease, PN 59-006460, 4) ea. Flow Audit Adaptors, Model 2300,
PN 32-002530 and 5) 4 ea. Flow Audit Adaptors, Cartridge, PN
55-006982. The foregoing electrical equipment must be listed and
labeled by a third party listing agency approved by the North Carolina
Building Code Council. (List of agencies available upon request). The
following FAR provisions apply (which can be downloaded at the
