THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DC0379 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The Environmental Protection Agency anticipates that the contract will be awarded to Rupprecht & Patashnick Co., Inc., as a result of this solicitation. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the SIC No. is 3829 with a size standard of 500 Employees. This procurement is not a follow-on to a prior contract. This acquisition is for the delivery, FOB Destination, EPA Research Triangle Park, NC, 27711, of an Ambient Carbon Particulate Monitor. The EPA Office of Air Quality Planning and Standards (OAQPS) is currently assisting states in implementing the National PM2.5 Chemical Speciation network. State and local agencies are expected to have around 300 Speciation samplers in the fully-implemented network. Long-standing issues have been identified regarding sampling and analysis of carbonaceous aerosols. These issues were brought to the attention of the Clean Air Science Advisory Committee (CASAC). CASAC recommended further study of the comparability of continuous light absorption methods with carbon measurements. The aim of these studies is the assessment of the difference between total carbon, light-absorbing carbon as a measure of organic carbon, and continuous carbon analysis techniques. The 5400 continuous carbon analyzer automatically determines the level of low- and high-temperature carbon particulate matter in ambient air. This instrument is planned for evaluation by EMAD in the field along with standard filter-based instruments and a continuous carbon analyzer. The carbon analyzer must have the following specifications: -- provide continuous, real-time measurement; -- provide automatic thermal-CO2 analysis technique to oxidize carbon particulate matter collected on an impaction plate; -- differentiate between organic and elemental carbon; -- monitor sample air for a period of one or more hours; -- provide a PM2.5 cut point; and -- equipment must be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council. The requirement is to provide 4 line items: 1) 1 ea. 5400 Ambient Carbon Particulate Monitor, PN 99-004743-0025, 2) 1 pair 5400 Collector Cartridges, PN 55-003090, 3) 1 pack Burner, pack of ten, PN 59-005984 and 4) Shipping.
