SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for "Unmanned Aerial Vehicle Requirement Services" with the following technical parameters: (1) Demonstrated performance capability with a helicopter emulator signature generation unit, which can be programmed to accurately replicate time and frequency domain of foreign and domestic helicopter airframe/blade signatures; (2) Augmentation device must use phase and amplitude to generate signatures with programmed doppler spectrums, symmetric/non-symmetric, and low levels of harmonics; (3) Modulation signals must be greater than 35 dB below the emulated signal; (4) Doppler spectrum amplitude replication is to be within +- 2 dB of the required values and frequencies to within less than 10 Hz; (5) Demonstrated simultaneous payload compatibility -- AN/DPS-90(V)1, AN-DSQ-37, Helicopter Emulator, with no EMI anomalies; (6) Total payload weight (NTE 28 lbs.); (7) Fuel range (at 120kts -- 380nm) includes 30 minutes of reserve & allowance for launch/climb out; (8) Endurance 3 (hrs); (9) Demonstrated controlled low level operating altitudes of 50 ft.; (10) RF Control Range: -35+nm demonstrated (control station @ 900 ft. ASL, target @ 100 ft. ASL) -60+nm expected (control station @ 3000 ft. ASL, target @ 100 ft. ASL). Contractor will be required to conduct a flight demonstration of their system within 14 days after award of contract. The government anticipates a fixed price, indefinite delivery, indefinite quantity type contract to be awarded as a sole source procurement to the Canadian Commercial Corporation (CCC).
