US Army CECOM Acquisition Center, on behalf of Program Manager
Tactical Radio Communications Systems (PM TRCS), seeks to award
multiple agreements (under the authority of 10 U.S.C. 2371, Section 845
as amended, for Other Transactions (OT's) for Prototypes) for an Army
Joint Tactical Radio System (JTRS). The objective of these agreements
is the development (to production-ready designs) and manufacture of a
limited number of JTRS prototypes. The JTRS will be a secure,
multi-band (HF, VHF, UHF, and L for embedded GPS capability),
multi-mode (3 channel vehicular and 4 channel rotary airborne),
software programmable communications system that supports a broad range
of C4I requirements. The system is to be designed to an open technical
architecture (currently referred to as the Software Communications
Architecture (SCA)) to permit cost effective product interoperability
with the following legacy Army radios: EPLRS, UHF TACSAT, HaveQuick
I/II, SINCGARS ASIP, and HF w/ALE & Link Protection. The JTRS
prototypes are desired also to be capable of executing a wideband,
networked waveform suitable to be used in TOC to TOC communications.
The development of portable SCA-compliant waveforms suitable for JTRS
execution and interoperable with legacy radio systems will be
concurrent with JTRS radio set design efforts. Such development of
specific, portable, SCA-compliant waveforms may be acquired under the
proposed OT's or from instruments entered into by the JTRS Joint
Program Office. This announcement is a follow-on to prior consultation
with industry (see Notice 461701 posted 6 June 00, as modified).

detailed draft Statement of Objectives and special clauses, pertinent
to the creation of a model agreement will be released incrementally
(beginning on or about August 1, 2000) for the purpose of industry
