Debbie Febus, dfebus@pica.army.mil. The contractor shall allocate
sufficient man-hours, materials and facilities to develop a prototype
model-based control system for propellant processing on a 200-mm
Continuous Open SRM, which is planned for installation at the Radford
Army Ammunition Plant, Radford, VA. The Continuous Open SRM processing
of AA-2 Propellant for the Mark 90 Rocket Motor for the Hydra 70 (2.75
Inch) Rocket shall be modeled under this effort. The Continuous Open
SRM for the propellant and explosive industry is a joint development of
Color Metal (now Bellaform)GmBH, WNC-Nitrochemie GmBH and
Bowas-Indulplan Chemie Ges.m.b.H. This effort is anticipated to be the
first phase of a two-phase effort. Deliverable for this contract shall
be a model capable of predicting the near optimum operating conditions
for processing propellants on the continuous open SRM and facilitate
scale-up from a 200-mm to 300-mm roll mill. Prototype graphic interface
software for Programmable Logic Control of the 200-mm continuous Open
SRM shall be furnished at the completion of Phase I effort. Given
successful completion of Phase I and availability of funding, a Phase
II contract will be awarded. Phase II is anticipated to consist of
installation and validation of a of a model-based control system on a
200-mm Continuous Open SRM at the Radford Army Ammunition Plant.
Deliverables for Phase II shall include refinement of the model based
on trials with propellant on the 200-mm Continuous Open SRM. The roll
processing of a minimum of 500 pounds of AA-2 propellant shall confirm
validation of the model-based control system. Your submission should
include organization name/address/point of contact and phone number,
and whether the company is a large or a small business. Posted 07/21/00
