Facilitation services for development of a Bottlenose Dolphin take reduction plan through a take reduction team (TRT) process. These services are to be provided to the National Marine Fisheries Service located in St. Petersburg, Florida under the Marine Mammal Protection Act (MMPA). The TRT will convene not less than five times. The successful contractor shall be responsible for contacting and interviewing team members, reproducing and distributing background materials and securing meeting sites. One or two pre-team meeting will be required prior to convening the formal TRT negotiation process. Offerors must have a minimum of three years experience at conducting facilitation or dispute resolution, with two years specialized experience involving facilitation/dispute resolution of environmental issues. Offers will be evaluated on their experience in facilitation/dispute resolution services, experience in facilitation of controversial environmental issues, past record of achieving group consensus, adequate staffing, ability to select cost effective meeting sites and written/verbal communication skills.
