Standards and Technology(NIST) intends to negotiate on a sole source
basis with the University of Rochester, Rochester, New York for
services to investigate pulsed-laser photoassociation processes in
ultracold gasses, in which atoms are chemically bound to form molecules
using light. The contractor shall modify NIST equipment for these
measurements, demonstrate the operation of the modified equipment and
perform measurements of the efficiency of molecule production as a
function of laser parameters and of the parameters of the atomic gas
sample, and compare these measurements with continuous-wave
experiments. F.O.B. Destination, Gaithersburg, Maryland. The period of
performance is one year from date of award. There is also an option
for an additional period of one year. This is a sole source with the
University of Rochester because they have expertise in the area of
photoassociation spectroscopy with pulsed lasers in the group of
Professor Ian Walmsley, Institute of Optics. This group has had
long-term experience with pulsed-laser technology and has been
preparing to study photoassociated in laser-cooled gases. As such, they
are aware of all the unique considerations that both pulsed lasers and
ultracold gases bring to the photoassociation problem. The University
of Rochester is uniquely qualified in this respect, being the only
institution in the country with a developing expertise in the new area
of pulsed photoassociation. Interested persons may identify their
interest and capability to respond to the requirement . This notice of
intent is not a request for competitive proposals. However, all
proposals received within 45 days after date of publication of this
synopsis shall be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. See Notes
