The Division of Acquisition Management has a requirement for the Center for Substance Abuse Prevention (CSAP), SAMHSA, to assist CSAP with developing and implementing systems to monitor the tobacco requirements of the Substance Abuse Prevention and Treatment (SAPT) Block Grant program. The Synar Amendment to the Public Health Service Reorganization Act of 1992, requires all States to have in place and enforce laws that restrict the sale and distribution of tobacco products to minors under the age of 18. States must also conduct random, unannounced inspections of tobacco outlets and report those results to the Department of Health and Human Services. In addition, each State must negotiate with the Department a date by which the non-compliance rate among tobacco vendors in the State is twenty percent (20%) or less, or risk losing a portion of their SAPT block grant funds. SAMHSA's final rule implementing the Synar Amendment (January, 1996) specified that States must use probability samples of tobacco outlets each year when conducting random, unannounced inspections, so that non-compliance rates could be generalized to the entire State. Each state is also required to report in their SAPT block grant application other well designed activities and procedures aimed at reducing youth tobacco sales. States face many significant challenges in implementing the Synar requirements. CSAP provides a variety of activities and services to support State efforts in developing innovative new structures and strategies. Plans for the future call for expanded initiatives to assist States in meeting the goals of the Synar Regulation. The requirement involves: 1) providing technical and administrative guidance in planning, developing, justifying and managing youth tobacco control activities within SAMHSA, and in conjunction with the efforts of other State, Federal, non-profit, and private agencies supporting SAMHSA's efforts (i.e. FDA, CDC, NIH, RWJ, AMA, State tobacco control, etc.); 2) providing substantive health administration advice and recommendations on the tobacco requirements of the SAPT Block Grant program; 3) providing guidance on developing, monitoring, and evaluating the Synar Site Visit System; and 4) participating in program development efforts using knowledge of successful youth tobacco control projects and related health organizations. The Government knows of only one source, Julia Spencer, Washington, DC. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
