NASA/GRC plans to issue a purchase order for AIRTEL'S AERONAUTICAL TELECOMMUNICATIONS NETWORK (ATN) ROUTER AND END-SYSTEM SOFTWARE PRODUCTS to provide ATN compliant network capabilities for NASA Glenn's Test Satellite Communications (SATCOM) trials. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from AIRTEL ATN, LIMITED, ADELAIDE HOUSE, ADELAIDE STREET, DUBLIN, IRELAND under the authority of 10 U.S.C.2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. Only the ATN router produced by Airtel-ATN, Limited meets our minimum requirements for maintaining compatibility with the other government agenices and outside entities that we will need to interface in the future. EuroControl, The Federal Aviation Administration and Aeronautical Radio, Inc. are currently using the ATN router producted by Airtel-ATN and are our main list of potential collaborators. Airtel is also the only company that has a fully operational and deployed router offering ground to ground and air to ground functions. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 26, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
