The Volpe Center intends to solicit a sole source, using Simplified Acquisition procedures from URS Radian International, Austin, TX to conduct a comparison of the data available in the Volpe Railroad Database and the internally held, proprietary database of the Burlington Northern Santa Fe (BNSF) railroad system. The contractor will be required to receive and interpret GIS data relevant to BNSF network from the Volpe Center, establish correspondence between the Volpe Center Database and BNSF database, identify common attributes and develop quantitative standard comparison, conduct comparison study of subset of the BNSF network. Small business firms classified under SIC Code 7373 that are interested in proposing on this requirement must demonstrate in writing that they possess the rights to the proprietary database at the BNSF. Small business firms must submit documentation in support of the above prior to receiving a Request for Quote (RFQ). This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement.
