intends to negotiate on a sole source basis with Research Systems, Inc.
4990 Pearl East Circle, Boulder CO 80301, under the authority of 41 U.
S. C. 253 (c) (1) "Only one responsible source," for a site license to
use IDL (Interactive Data Language) software. The IDL software is
currently being used in NOAA's research laboratories and other NOAA
offices for the analysis of environmental data on computer systems
running the Unix, Linux, Windows, VMS, and Mac operating systems. The
existing licenses were individually procured. This acquisition will
simplify the administration of these licenses by consolidating software
maintenance and support into a single contract. The contract will also
accommodate additional requirements for the software by establishing
a site license and offering options to expand coverage to other parts
of NOAA. This contract is not intended to construe that NOAA will
exclusively use IDL software for data analysis. The proposed contract
is for abase period of 12-months and four (4) one year option periods.
All written responses must include a written narrative statement of
capability, including detailed technical information demonstrating
their ability to meet the above requirements. The response must be
sufficient to permit agency analysis to establish a bona fide
capability to meet the requirements, and failure to submit such
documentation will result in the Government proceeding as stated above.
A determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. Affirmative written responses must be
received no later than 45 days after publication of this synopsis. All
information in response to this notification must be submitted in
writing to the address contained at the header or faxed to 301-713-0809
