Institutes of Health (NIH) National Institute of Diabetes and Digestive
and Kidney Diseases (NIDDK) has a requirement to purchase an organ
transplant database system. The overall goal of the proposed database
is to provide clinical and research personnel the ability to collect,
organize, retrieve, and analyze clinical and basic transplant data.
Conceptually, the system must serve four distinct functions: (1) Basic
clinic use: support the ability of clinical and lab personnel to
access current and historical patient data on a daily basis; (2)
Special clinical functions that are a consequence of a research
environment including the reliance on research protocols and the
necessity for interfaces with regulatory agencies; (3) Transplant
requirements: support transplant-specified needs, including special
user-created data fields, patient flow sheets for ongoing clinical care
and long-term patient tracking, and (4) Research analysis: support the
ability of research personnel to extract data setsfor import into
other software for more detailed analysis. The technical environment is
as follows: The system shall reside in the NIH Clinical Center Data
Center. The software shall run in a Windows NT/Citrix Metraframe
environment to facilitate the maximum flexibility in terms of
local/remote and IBM-compatible/Macintosh access. The vendor may choose
an alternative approach (e.g. direct web access); however, any
alternative must be approved by the Clinical Center Information Systems
Division. The "go-live" date shall be completed within nine (9) months
from the start of the project. The period of operation is projected to
be at least five (5) years. It is expected that there will be an
initial fee for the software with a recurring annual fee to cover user
help and software maintenance/upgrades. The vendor shall be required
to perform on-site installation of the software. The vendor shall
supply software as per the requirements outlined in the Request for
Quote (RFQ). The RFQ will include in full detail thegeneral database
requirements. This notice is for the purchase of commercial software
within the Simplified Acquisition Threshold up to $5 million dollars.
It is anticipated that RFQ NIH-NIDDK-00-567 will be available fifteen
(15) days after the publication date of this synopsis. Receipt of
quotations will be due ten (10) days after the release of the RFQ. The
anticipated award date will be September 22, 2000. Request for copies
