Northwest Regional Office has a requirement to provide maintenance
services for the hydrological and meteorological (hydromet) data
collection system. Reclamation plans to contract for the maintenance of
the 55 remote Hydromet sites in the Minidoka Project's area of
responsibility. In addition, Reclamation is presently considering
contracting for maintenance of the 60 Boise Hydromet system remote data
collection sites. At this time we intend to include the Boise Hydromet
system as an option to the contract line item schedule. Services will
include calibration and verification of sensors, collection and proper
disposal of fluids accumulated in precipitation gauges, maintenance and
replacement of batteries and charging systems, replacement and
programming of data loggers, diagnosis and correction of radio
transmission problems, installation of new sensors at existing sites,
and installation of new Hydromet sites. The contractor will provide
suitable transportation to the sites and the necessary tools and
equipment for diagnosis and calibration. The contractor will respond
with necessary services within 72 hours of a service request call.
During unusual or emergency situations, services will be required
within 24 hours of a service request call. Reclamation will provide the
contractor with the necessary replacement parts and equipment, and will
obtain replacements or repairs for damaged sensors, DCPs, or other
government-owned equipment. It is estimated that there will be a
minimum of 100 service calls annually for each service area, but the
number of calls may be as high as 150. As an example, there were 125
service calls for the Minidoka sites and 129 for the Boise sites during
1999. The Bureau of Reclamation's hydrological and meteorological
(Hydromet) data collection system consists of remotely located data
monitoring equipment with Geostationary Operational Environmental
Satellite (GOES) radio transmitters. Each remote site reports data to
Reclamation's Direct Readout Ground Station (DRGS) located in Boise,
Idaho, every four hours, and more often during rapidly changing or
extreme conditions. The Minidoka Hydromet System covers Reclamation's
Minidoka Project, with facilities located in the Snake River basin of
southeast Idaho and western Wyoming. There are approximately 55 remote
Hydromet data collection sites in the project, located from Milner Dam
near Burley, Idaho, to the continental divide near Yellowstone National
Park. The Boise Hydromet system is located in southwest Idaho, eastern
Oregon, and northern Nevada and covers the following Reclamation
projects: Boise, Owyhee, Malheur, Burnt River, Baker, Mann Creek and
Lewiston Orchards. There are approximately 60 remote Hydromet data
collection sites in the Boise Hydromet system. Remote Hydromet sites
are located on government-owned as well as privately owned lands. Many
sites are easily accessible by road, but others are located at high
elevations in remote forested areas. Sensors monitor water level, water
temperature,precipitation, air temperature, snow accumulation, gate
position, and seismic activity. Data loggers (manufactured by Sutron
Corp. and Vitel, Inc.) store sensor data in 15-minute intervals
(generally) and transmit the data at pre-assigned times to the Boise
DRGS. Sensing and logging equipment are powered by lead-acid batteries,
which are charged by either solar panels or A/C battery chargers.
Reclamation intends to award one fixed-price contract with a base year
plus four possible option years. The solicitation will be issued as a
Request for Proposals and will be a best value negotiated award. We
will evaluated past performance, experience, price, and other criteria
as developed in the requirement. We anticipate award in December 2000
and the contract services to begin approximately January 1, 2001. We
anticipate having a solicitation available by mid-August and it will be
issued on CD-ROM. The first CD is free of charge to interested parties
and additional copies of the CD will be available for a non-refundable
fee of $25. All requests for the solicitation must be must be in
