E-MAIL: Agnes Smith, Agnes.L.Smith.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ)5-79226 for the service/maintenance agreement on the metasys utility system at GSFC. This service shall include software subscription service, network control unit/n1, network analysis service and service to operator work stations. Period of performance 8/15/2000 thru 8/14/2001. This solicitation also includes option 1 which would have a period of performance of 8/15/2001 thru 8/14/2002. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase this service through Johnson Controls, Inc. at 5740 General Washington Drive, Alexandria, VA 22312 only. Johnson Controls, Inc. is the only responsible source as referenced in 10 U.S.C.2304(c), for obtaining maintenance and service on critical components and software to the Matasys Utility System at the Goddard Space Flight Center's Central Power Plant. Goddard Space Flight Center utilizes the Johnson Controls Metasys Direct Digital Control System to monitor, control and maintain the Center's heating, ventilating and air conditioning and Central Power Plant equipment. The software is proprietary. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 8/7/2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
