The Pacific Division, Naval Facilities Engineering Command, Acquisition Department (ACQ0241), is issuing this solicitation for the work currently being provided by the Navy Public Works Center, Pearl Harbor, Hawaii. The U.S. Navy seeks interested parties for this request for proposal (RFP) relevant to this solicitation for Maintenance and Repair of Facilities, Systems, and Equipment for Navy Public Works Center, Pearl Harbor at Various Locations, Oahu, Hawaii. This acquisition is an A-76 cost comparison study that will comply with the procedures prescribed in Office of Management and Budget Circular No. A-76, the "Commercial Activities" (CA) program. This A-76 cost comparison study will examine the possibility of converting Government "in-house" operations to contractor operations. This solicitation may result in the award of a combination Firm Fixed-Price (FFP) and Indefinite Quantity (IQ) type contract with Award Fee provisions. This solicitation will be issued on an unrestricted basis. The SIC Code for this procurement is 1541 with a size standard of $27.5 million. The period of performance includes a 12-month base period with 4 options to extend the term for a total period not to exceed 60 months. If the contractor is the successful service provider as a result of the cost comparison, the estimated date of contract award is June 2001 with full performance starting 1 October 2001. Following the selection of a "Best Value" contractor, a cost comparison to determine the feasibility and economy of converting maintenance and repair of facilities, systems, and equipment performed by Government personnel to contract performance will be conducted. A contract will not be awarded unless the costs of contracting are lower than the costs of continued Government performance by a minimum cost differential of the lesser of 10% of in-house personnel-related costs or $10 million over the performance period. Government personnel adversely affected by conversion of government performed services to contract have the Rightof First Refusal for jobs for which they are qualified. Service requirements include the following: (1) Facilities Services for Critical and Non-Critical Systems Maintenance; (2) Facilities Services at the Naval Security Group Activity (NSGA) Kunia; (3) Tool Room Services; (4) Emergency/Service Work and (5) Itemized Price Work. A pre-proposal conference/site visit will be held 21 24 August 2000.
