for Environmental Excellence (HQ AFCEE), Brooks AFB, TX has a
requirement for private sector financial expertise to support the Air
Force Military Family Housing Privatization program. HQ AFCEE seeks
multiple support contractors to provide financial and real estate
privatization development services in support of the Air Force military
family housing privatization program. The ultimate goal of this
particular effort will be the successful closure of real estate
transactions for privatization of military family housing at selected
Air Force Installations. Currently, the Air Force has several
installations (Air Force Bases) in various stages of eligibility and
preparation for housing privatization. The Air Force envisions
competitively awarding an estimated $39 million program ceiling to be
divided among multiple indefinite-delivery, indefinite-quantity (IDIQ)
contracts to support housing privatization at various locations. The
Air Force anticipates awarding specific requirements under separate
task orders per installation. The Air Force intends to accomplish the
work under four phases: (1) Requirement Identification and Solicitation
Development (2) Solicitation and Proposal Analysis, (3) Transaction
Closing Services, and (4) Post-Closure Transaction Support. The AF
intends to solicited in accordance with FAR Part 12. The Air Force
intends to use a best value selection process based on past
performance, technical capability, and pricing proposals. A Firm-Fixed
Price level of effort, with a Firm-Fixed price success fee, is
contemplated. The contract performance period for this acquisition is
anticipated to be through FY 05, with an extension of performance
through FY07. A request for Information (RFI), including a draft
Statement of Objectives (SOO) and other documents, was placed on the
Electronic Posting System (EPS) on 13 July 2000 for comment through 27
July 2000. A Request for Proposal (RFP) will be issued on or about 9
August 2000. At this time no hard copies of the solicitation will be
