Operating Forces is seeking information in support of a request for
quote for acquiring outside consultants to establish a standard service
and pricing model for delivery of payment. DFAS-Indianapolis is 5200
plus employee organization consisting of military, civilian, and
contractor personnel engaged in financial, accounting, payroll, and
sundry core processes located at over 10 primary CONUS and 2 OCONUS
locations. The organization is considering acquiring the assistance of
an appropriate source to provide requirements definition support in
the area of delivery of payment service. The requirement definition
phase, if implemented, is to: (a) Provide a payment delivery system to
individuals, businesses, government agencies or financial institution
throughout the world. Approximately, 1000 payments will be made
annually. (b) Deliver cash, check, EFT to any country in the world
within 24 hours to an individual, business, government agency or
financial institution. (c) Provide real time exchange rates. (d) Assume
accountability of the payments, to include delivery. (e) Track activity
on accounts anywhere in the world. (f) Make payments and move funds
from a variety of accounts in multiple currencies. (g) Conduct foreign
exchange transactions in various currencies. (h) If a draft for
foreign currency or something similar is used, return hard copy
documents to government, or legally reproduce. (i) Settle the
transactions with DFAS within the U.S. (j) Access to the expertise of
banking specialists located throughout the world. Requirements will
have to be of sufficient detail to create a realistic Statement of Work
(SOW) for selecting and implementing a pricing solution with assurance
that all processes can be accurately computed. The solicitation is
planned to be released by August 3, 2000. The period of performance is
for one year, with 4 one-year options. Evaluation criteria that will
be considered in the award of an order are: past performance, cost, and
best overall value to the government. Any vendor that wishes to be
considered for award, MUST be registered in the CCR. This may be done
