The IRS has a requirement for an 8(a) contractor to provide Sign Language Interpreter Services for approximately 50 deaf/hard of hearing employees in various situations including, but not limited to one-on-one situations, meetings, classroom settings, seminars, lunch-n-learn sessions, and programs with as many as 300 employees. Workshops, programs, and seminars may require interpreting services for a maximum of 2 hours, but on an average of 1 to 1.5 hours. There are exceptions when some events may require 2 or more interpreters in attendance. The following geographical limitations apply for the interpreter services to be performed: All duties shall be performed at the Headquarters Office, which consists of a centralized location in Lanham, Maryland and satellite offices located in various parts of the Washington DC Metropolitan Area. Therefore, the 8(a) contractor must be located within the Washington DC Metropolitan Area. A delivery order contract is contemplated with issuance of labor hour task orders.
