COMMERCE BUSINESS DAILY ISSUE OF JULY 25,2000 PSA#2649 A -- RESEARCH AND DEVELOPMENT OF VISION MODEL AS PART OF BIOVISION
PROJECT FOR NAVAL WEAPONS CENTER The Government intends to procure the
following requirement from Dr Michael Wilcox (Hyperacuity Systems)
6555 Delmonico Drive, Colorado Springs, Colorado, 80919. This notice of
intent is not a request for competitive proposals and a written
solicitation will not be issued. The proposed contract action listed
here was previously evaluated by the Air Force Office of Scientific
Research in accordance with FAR Part 35 and selected for award on a
competitive basis according to Public Law 98-369, Competition in
Contracting Act of 1984, 10 U.S.C. 2361 and 10 U.S.C. 2374. This
procurement is being conducted under the simplified acquisition
procedures threshold and the anticipated award date is 01 August 2000.
The proposed contract action is for a research grant to design, test
and simulate performance of analog electronic circuitry that emulates
features of the fly retina in a model developed by Dr. Wilcox. The
contractor will design and test a new implementation of a compound eye
with VLSI chips that has integrated optics and parallel, analog
processing for real time high resolution imaging. Additional layers
over the previous prototype will include a segmentation layer and
motion sensing circuitry. The second implementation will be an infrared
version of the compound eye chip. The first prototype was implemented
in the MOSIS TinyChip format (2.2 mm X 2.2 mm). The new prototype will
be laid out in the next larger size from the MOSIS foundry,
incorporating the maximum number of photosensing elements practical for
that format. OBJECTIVES: 1. Test performance of recently delivered chip
and demonstrate the proof of concept for the granting agency, Naval
Weapons Center (NAWC), China Lake NAS, CA. 2. Implement in VLSI analog
circuitry, the image segmentation layer of an artificial retina . The
principal investigator will subcontract circuitry design, simulation
and mask layout. The services are to be provided during the period of
1 August 2000 through 30 June 2001, with additional research option
years possible, pending available funding from the granting agency
(NAWC). Research will be performed at the Biology Department, US Air
Force Academy, CO. The Government intends to award a contract resulting
from this solicitation to the above named individual whose
offer/research proposal was received as a result of a Broad Agency
Announcement issued by the Air Force Office of Scientific Research in
accordance with FAR Part 35.007, Research and Development Contracting
-- Solicitations and evaluated in accordance with the evaluation
criteria specified therein through a Peer/Scientific review process
(FAR 6.102 (d)(2)). The FAR clause 52.212-4 (MAY 99), Contract Terms
and Conditions -- Commercial Items is incorporated by reference and
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Executive Orders -- Commercial Items
(3 MAY 99) is incorporated by reference to include clauses b: (12),
(13), (14), (15), (22) and c: (1), (2), (3). FAR 52,252-2 Clauses

252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders applicable to Defense Acquisition of
Commercial Items (JAN 99). 252.225-7001, Buy American Act and Balance
of Payments Program (41 U.S.C. 10582), and 252.225-7036, Buy American
Act-North American Free Trade Agreement Implementation Act -- Balance
of Payment Program (41 U.S.C. 10a-10d and 19 U.S.C. 2320). The closing
date for this proposed contract action will be 27 July 2000 3:00
