award a purchase order under Simplified Acquisition Procedures (SAP)
for services to Dispose of Excess High Intensity Gamma Sources. This is
a combined synopsis/solicitation for commercial services prepared in
accordance with the format in the Federal Acquisition Regulation (FAR)
Subpart 12.6 and 13.5, as supplemented with additional information
included in this notice. The following clauses apply to this
acquisition and are incorporated by reference: FAR 52.212-1, FAR
52.212-3, FAR 52.212-4 and FAR 52.212-5. This announcement constitutes
the only solicitation, quotations are being requested and a written
quotation will not be issued. All requests for written quotations SHALL
be disregarded. It is the offeror_s responsibility to monitor this site
for the release of amendments (if any). This Quotation F33660-00-Q7013,
is a Request for Quotation (RFQ). The Standard Industrial
Classification Code is 8999 and the business size standard is 500
employees. This quotation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS
in accordance with FAR Part 19. The quotation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18. The Air Force Metrology and Calibration (AFMETCAL)
program requires the services of a contractor take possession and
remove, decommission, transport and recycle the radioactive sources
being removed. The following specifications apply to two High Intensity
Cesium-137 (Cs-137) Calibration Standards located at Hill AFB UT, five
DS-50 Dosimeter Calibrators and three Gamma Instrument Calibration
Wells located at Kirtland AFB. SCOPE: There are three separate main
tasks. First, the Contractor will travel to Hill AFB and decommission,
package and transport the two Calibrators (J. L. Shepherd & Associates
Model 81-10s) to the Contractor_s facility for recycling. Second, the
Contractor will receive shipment of the five Atlan-Tech Model DS-50
Dosimeter Calibrators, decommission and recycle them. Third, the
Contractor will travel to Kirtland AFB, remove the radioactive sources
from the calibration wells and decommission, package and transport
these sources to the Contractor_s facility for recycling. All
operations involving the handling of radioactive materials shall be
performed by properly trained Contractor personnel. TRANSPORTATION: The
Contractor shall be responsible for making all the arrangements with
the appropriate authorities for all transportation requirements. The
Contractor shall also supply all equipment directly related to the
source handling such as positioning devices, remote handlers, lead
steel containers, and lead brick shielding necessary for performing all
work on site at the field locations. TECHNICAL TASKS: The Contractor
shall accomplish all of the following specific tasks to comply with the
following requirements. REMOVAL, DECOMMISSIONING AND RECYCLING OF JL
SHEPHERD MODEL 81-10 CALIBRATORS FROM HILL AFB: The following technical
tasks are required for completion of this section of the contract.
REMOVAL OF JL SHEPHERD MODEL 81-10 CALIBRATORS: The two JL Shepherd
Model 81-10s will be removed from the lab at Hill AFB and placed in a
protective lead steel containers designed for the specific purpose of
radioactive material storage and transportation. The container shall be
currently certified as DOT 7A -Type B 20WC Overpack. The contractor
shall provide these containers and the means to transport them out of
the facility work area. The Contractor shall as of the Contract Award
Date be licensed by the NRC or an Agreement State to take possession,
decommission, transport and recycle the Model 81-10 Calibrator. The
Contractor will transfer these items to their Radioactive Material
License. TRANSPORTATION QUALITY ASSURANCE PROGRAM: The Contractor shall
as of the Contract Award Date possess a current NRC-approved DOT
Transportation Quality Assurance Program to package and transport a
Type B quantity of Cs-137 equal to or greater than that of the
Calibrators to be removed. DELIVERABLES: The Contractor shalldeliver to
the Contracting Officer the following items: One copy of the
Contractor_s current Radioactive Materials License, to be included with
the submission of the Technical Proposal. One copy of the Contractor_s
Transportation Quality Assurance Program, to be included with the
submission of the Technical Proposal. One copy of the Contractors
Decommissioning Certificate to satisfy the customers regulatory
requirements. ADVANCED NOTIFICATION: The Contractor shall notify the
Contracting Officer one week prior to the proposed date for start of
work for each location. The Contractor, once on site, shall coordinate
all activities involving source removal with the PMEL Branch Chief to
ensure personnel safety and to allow evacuation of the immediate area
surrounding the 81-10 Calibrator. PERFORMANCE PERIOD: Once started
each task shall be completed within 7 working days. Saturdays, Sundays,
Federal holidays, and base shutdowns are excluded. 2.2 DECOMMISSIONING
AND RECYCLING OF ATLAN-TECH MODEL DS-50 DOSIMETER CALIBRATORS: The
following technical tasks are required for completion of this section
of the contract. RECEIPT OF ATLAN-TECH MODEL DS-50 DOSIMETER
CALIBRATORS: The government will arrange for the DS-50 Dosimeter
Calibrators to be shipped to the Contractors facility. The Contractor
will take possession, decommission and recycle the Dosimeter
Calibrators. CONTRACTOR LICENSE: The Contractor shall as of the
Contract Award Date be licensed by the NRC or an Agreement State to
take possession, decommission and recycle the Atlan-Tech Model DS-50
Dosimeter Calibrator. Upon receipt of these Calibrators the Contractor
will transfer these sources to their Radioactive Material License.
DELIVERABLES: The Contractor shall deliver to the Contracting Officer
the following items: One copy of the Contractor_s current Radioactive
Materials License, to be included with the submission of the Technical
Proposal. One copy of the Contractors Decommissioning Certificate to
satisfy the customers regulatory requirements. 2.3 REMOVAL,
DECOMMISSIONING AND RECYCLING OF RADIOACTIVE SOURCES FROM THE
CALIBRATION WELLS AT KIRTLAND AFB: The following technical tasks are
required for completion of this section of the contract. REMOVAL AND
INSTALLATION SAFETY PLANS: The Contractor shall prepare and submit for
review and approval a plan covering the source removal and
safety-emergency procedures for the phase of this effort that will
occur on site at Kirtland AFB. The source removal plans shall cover, in
order, the procedures to be used in the removal and storage of the
radioactive sources (Cs-137 & Co-60), a personnel operating procedure
that will be followed, and the procedures which address the potentially
hazardous operations associated with the on-base work, along with
appropriate safety measures and emergency procedures. The Contractor is
required to possess a valid and current Nuclear Regulatory Commission
(NRC) or Agreement State License for the handling of radioactive
material covered in this SOW. TRANSPORTATION: The Contractor shall be
responsible for making all the arrangements with the appropriate

also supply all equipment directly related to the source handling such
as positioning devices, remote handlers, lead steel containers, and
lead brick shielding necessary for performing all work on site at the
field locations. REMOVAL OF RADIOACTIVE SOURCES: The Contractor will
remove the following radioactive sources from the Calibration Wells at
Kirtland AFB: Well #1 three Co-60 sources with current activities of
approximately 77 Ci, 18 Ci and 8 Ci. Well #2 one Cs-137 source with a
current activity of approximately 14 Ci. Well #3 one Cs-137 source with
a current activity of approximately 140 mCi. The sources will be
removed and placed in a protective lead steel container designed for
the specific purpose of radioactive material storage and
transportation. The container shall be currently certified as DOT 7A
-Type B 20WC Overpack. The contractor shall provide this container and
the means to transport it out of the facility work area. The
Contractor shall as of the Contract Award Date be licensed by the NRC
or an Agreement State to take possession and remove, decommission,
transport and recycle the radioactive sources being removed. The
Contractor will transfer these sources to their Radioactive Material
License. TRANSPORTATION QUALITY ASSURANCE PROGRAM: The Contractor shall
as of the Contract Award Date possess a current NRC-approved DOT

sources. DELIVERABLES: The Contractor shall deliver to the Contracting

Quality Assurance Program, to be included with the submission of the
Technical Proposal. One Source Removal, Installation, Safety-Emergency
Plan delivered at least 30 days prior to the start of any work (ref.
para 2.1). The Contracting Officer shall have 10 days to approve or
disapprove the Plan. If disapproved, the Contractor shall resubmit
within 15 days. One copy of the Contractors Decommissioning Certificate
to satisfy the customers regulatory requirements. ADVANCED
NOTIFICATION: The Contractor shall notify the Contracting Officer one
week prior to the proposed date for start of work. The Contractor, once
on site, shall coordinate all activities involving actual source
removal with the PMEL Branch Chief to ensure personnel safety and to
allow evacuation of the immediate area surrounding the Calibration
Wells. PERFORMANCE PERIOD: Once started each task shall be completed
within 7 working days. Saturdays, Sundays, Federal holidays, and base
shutdowns are excluded. Completion of order will be 120 calendar days.
Technical acceptability will be determined solely on the content and
merit of the information submitted in response to this acquisition. The
offer must: (1) be for the service described above; (2) Include all
documentation required above; (3) include a delivery schedule and
discount/payment terms; (4) include name of and be signed by an
authorized company representative along with telephone number and
facsimile number; (5) include their taxpayer identification number
(TIN), CAGE Code Number and DUNS Number. This will be a DO-S10 rated
order. Offers are due by 3 Aug 00, no later than 2:00 PM EST to: Carol
