236-5900 ext 424 Concerns having the ability to require detailed
aeromagnetic data in study areas in northern and southern Alaska as
described herein are requested to give written notification (including
the telephone number for a point of contact) to the procuring office
above within forty-five (45) calendar days from the date of this
synopsis. The following Salient Characteristics are considered
essential to this requirement. The U.S. Geological Survey, Geologic
Division requires detailed aeromagnetic data in study areas in northern
and southern Alaska. In northern Alaska, the Energy Resources program
requires detailed magnetic data to evaluate geological structures for
oil and gas resource assessment. In southern Alaska, the Energy,
Mineral, Hazards, and Mapping programs require aeromagnetic data for
geologic mapping beneath covered areas, energy and mineral resource
assessments, and earthquake risk assessment. Data Specifications: The
data shall have a minimum flightline spacing of 0.5 mi (800 m) and be
flown as low as practicable given the proximity of magnetic source
rocks to the surface. Typically this means flight heights of 250 to
1000 feet above terrain. Data Location: Data placement is designed to
interface with previously purchased data segments in these areas. Data
figures are available upon request from the Contracting Officer.
Deliverable Items and Schedule: The processed aeromagnetic survey and
documentation shall be provided on CDROM within thirty (30) days of the
contract award. Limited Publication Rights: Derivative geologic map
interpretations made by the USGS based on the contractor's aeromagnetic
data may be published at a scale of 1:250,000 or smaller. Profile data
for north-south and east-west interpreted geologic cross sections of
magnetic models may be published by the USGS at a scale of 1:250,000 or
smaller. A summary of color maps of the entire area for intermediate
and long wave-lengths (greater than 6 km) may be published by the USGS
at a scale of 1:500,000 or smaller. Higher resolution maps of limited
area (less than 10 km in width or length, without coordinates, and at
a scale of 1:100,000 or smaller) may be published by the USGS to
illustrate the type of magnetic signatures that are associated with
different geologic features. Any USGS published illustrations of the
aeromagnetic data itself will be limited to page size or smaller (less
than 7 x 9 inches). Published illustrations including any of the
contractor's data or geologic interpretation based on the aeromagnetic
survey will acknowledge the name of the contractor, but the USGS can
not endorse a contractor of use either logos or trademarks. USGS
illustrations for reports that contain the contractor's data or
interpretations derived primarily from the aeromagentic survey shall be
provided to the contractor after internal USGS review and before
publication or submission to an outside journal to allow the contractor
to comment on the interpretation as to assure the illustration conform
to these guidelines. The final geologic interpretation will be the
responsibility of the USGS. Any illustration by the USGS at a larger
scale or higher resolution than specified herein shall be approved in
advance by the contractor. Upon request there are drawings available
through the Contracting Officer at (303) 236-5900 ext 424. Based on
information available at this time, and in accordance with 41 U.S.C.
253 (1), implemented by FAR 6.302-1, the Government considers the item
specified as a sole source from Fugro Airborne Surveys, 2060 Walkley
Road, Ottowa, Ontario, Canada and proposes to negotiate a contract with
that firm on that basis. However, should additional sources be
identified, they will be considered. Firms who feel that they can
furnish the required item or its functional equivalent (based upon the
criteria specified herein) are invited to submit in writing an
affirmative response to this announcement. An affirmative response
would include literature, brochures and such other materials which
correspond to the required items stated herein. This information will
be evaluated and used to determine if competitive opportunities exist.
