seeking Quotations for a contractor to design and deliver an
Environmental Management Systems (EMS) General Awareness training
course for EPA personnel. This requirement (RFQ-DC-00-00154) will be
filled in accordance with FAR Part 13 Simplified Acquisition Procedures
as a 100% Set-Aside for Small Business Concerns. The SIC code for this
requirement is 8748. The Small Business Size Standard is less than
$5.0 Million income/yr. The EPA is FACNET certified. You may e-mail the

-Title: EMS General Awareness Training- **** Work Description: Design
and deliver a one-half day general EMS awareness course. The contractor
will work with EPA to develop a curriculum that is suitable to the
Agency's needs relative to providing both senior managers and staff
with a general awareness of EMSs, the Agency's EMS policies, and EMS
applications in the Agency's work. The contractor then will deliver the
training one or more times to classes of 10 to 30 students. The initial
curriculum could be based on existing EMS awareness training courses
adapted to meet EPA's specific needs. Once the course has been
delivered successfully on one or more occasions, EPA may request the
contractor to develop a formal course curriculum that EPA could use
internally using its own trainers. EPA may decide to develop separate
training curriculums for senior managers and staff. **** Purpose: To
provide EPA senior managers and staff with an understanding of EMSs and
their relevancy to the Agency's work. **** Course
Description:***-Background (approximately 1 hour): (1)EPA's EMS policy
and EMS Action Plan, (2)Greening the Government Executive Order,
(3)overview of EPA EMS activities, (4)survey of other significant
domestic and international EMS activity, (5)National Technology
Transfer and Advancement Act/OMB Circular A-119, (6) U.S. Technical
Advisory Group on ISO 14000 & the ISO 14000 standards ***-EMS Basics
(approximately 1 1/2 hours): (1)Policy, (2)Planning, (3)Implementation
and Operation, (4)Checking and Corrective Action, (5)Management
Review, (6)CEMP, Performance Track, DfE-focused EMS, Compliance-focused
EMS. ***-Benefits of EMSs (approximately 1/2 hour):(1)Cost
savings/reduced liability, (2)Better communications, (3)Continuous
improvement in environmental performance. ***-Applications of EMSs to
EPA's Work (1/2 hour):(1)Implementation of EMSs at Agency and other
federal facilities, (2)Permitting and Inspections, (3)Voluntary
Programs, including Performance Track, public agencies grant program,
sector initiatives. **** -- A minimum of 3 classes will be held; one in
the Washington DC metro area, one in the Mid-West (Chicago or Kansas
City), and one on the West Coast (San Fransisco or Seattle). -- Provide
a quotation for the design of the course, delivery of the minimum three
classes, and, in addition, the cost for an optional additional class at
each location or a cost per student. -- Meeting Facilities will be
provided by EPA. -- Class size will be approximately 20 students, with
a minimum of 10 and a maximum of 30 participants. -- Classes are to be
delivered starting in mid to late August 2000 and finished by December
31, 2000. -- EVALUATION CRITERIA: Award will be made on the basis of
the best value to the Government. The evaluation criteria in order of
importance is: (1) Technical Experience in designing and providing a
similar course, (2) Quality of Personnel assigned to this project --
education and experience, (3) Past Performance -- Evidence of
successful completion of projects of similar scope and size, (4) Price.
