The U.S. Environmental Protection Agency is seeking Quotations for a contractor to design and deliver an Environmental Management Systems (EMS) auditor training course for EPA personnel. Proposals are due no later than 3:00 PM/EST on the August 7, 2000. **** [Statement of Work] EMS Auditor Training Course -- Work Description: Design and deliver a 2 day Environmental Management Systems (EMS) auditor training course for EPA personnel. The contractor will work with EPA to develop a curriculum appropriate to EPA's needs and then will deliver the training one or more times to classes of from 10 -- 30 students. The initial curriculum could be based on existing EMS auditor training courses adapted to meet EPA's specific needs. Once the course has been delivered successfully on one or more occasions, EPA may request the contractor to develop a formal course curriculum that EPA could deliver using its own trainers. **** Purpose: The purpose of this course is to provide EPA personnel with the knowledge and skills necessary to conduct effective EMS audits to support their work on a variety of Agency (or state) EMS programs, including on-site performance evaluations as part of the Performance Track program, the implementation of EMSs at EPA facilities, and Environmental Management Reviews at federal facilities. **** Detailed Course Description: The EMS Auditor Training Course will be a 2 day intensive program designed to prepare delegates with the skills needed to perform first, second and third party audits to a standard EMS format. Fundamental principles and concepts of conducting EMS audits are taught through dynamic workshops, class discussions and role-play activities. Delegates will gain the knowledge and tools needed to become effective EMS auditors with sound judgement and self-direction. **** Topics will include: (1) Specific EMS Requirements of EPA Programs: Performance Track, CEMP, EMR, Compliance-Focused EMS (2) Basic EMS Elements (following the ISO 14001 standard): Policy, Planning, Implementation and Operation, Checking and Corrective Action, Management Review (3) Audit Techniques: planning recording and reporting, audit checklists (4) EMS System Continual Improvement **** By the end of the course delegates will: (1) Understand the aims and requirements of basic EMS Standards and Agency EMS programs including ISO 14001, CEMP, EMR, and Performance Track, (2) Understand the principles of conducting an effective EMS audit, (3) Be able to conduct an audit of an EMS, including following through complex audit trails and identifying system discrepancies, compiling audit reports with corrective actions, and creating EMS improvement action plans. -- A minimum of 3 classes will be held; one in the Washington DC metro area, one in the Mid-West (Chicago or Kansas City), and one on the West Coast (San Fransisco or Seattle). -- Provide a quotation for the design of the course, delivery of the minimum three classes, and in addition the cost for an optional additional class at each location or a cost per student. -- Meeting Facilities will be provided by EPA. -- Class size will be approximately 20 students, with a minimum of 10 and a maximum of 30 participants. -- Classes are to be delivered by December 31, 2000. -- EVALUATION CRITERIA: Award will be made on the basis of the best value to the Government. The evaluation criteria in order of importance is: (1) Technical Experience in designing and providing a similar course, (2) Quality of Personnel assigned to this project -- education and experience, (3) Past Performance -- Evidence of successful completion of projects of similar scope and size, (4) Price.
