Department of Veterans Affairs, Acquisition Opeations Service (93A), 810 Vermont Avenue, NW, Washington, DC 20420

U -- VOCATIONAL REHABILITATION & COUNSELING SERVICES SOL 101-27-00 POC Michael Smith WEB: Department of Veterans Affairs Business Opportunity, http://www.va.gov/oa&mm/busopp/sols.htm. E-MAIL: Contracting Officer, michael.smith@mail.va.gov. The Department of Veterans Affairs (VA) Vocational Rehabilitation and Employment Service (VR&E) has a requirement to provide Vocational Rehabilitation and Employment Service (VR&E) in Service Delivery Network (SDN) #7 which includes the states of Texas, Oklahoma, Arkansas, & Louisiana. This is a repeat of the synopsis issued on August 28, 1998(RFP 101-19-98). Therefore, if you responded to that announcement you need not respond again. This is a pilot of a national contract that may be implemented throughout the country in phases. The next location/SDN for that contract has not been selected, so please do not inquire about any subsequent contract actions for areas other than those identified above. VA will develop a multiple award Indefinite Delivery/Indefinite Quantity Task Order contract to meet this requirement. The VR&E services to be contracted for include Vocational Assessment Services, Case Management / Rehabilitation Services, and Employment Services. The contract includes a baseperiod plus four option periods of one-year. Each state within the SDN will be divided into various coverage areas based on the Veterans Benefits Administration's assessment of the need in that area. Offerors will have the opportunity to select those coverage areas, within the state, in which they wish to provide service. The mere fact that a vendor currently has a contract to provide VR&C services, in this SDN, in no way guarantees an award under this multiple award contract. However, these vendors are encouraged to submit an offer, in order to be considered for future contract opportunities in that SDN. Vendors will be selected based on the evaluation criteria established in the solicitation. The Solicitation (SF-1449) will be available for review and downloading from the VA Website at: http://www.va.gov/oa&mm/busopp/sols.htm on or about August 25, 2000. No copies of the RFP are currently available. Internet and e-mail provide vendors with the fastest access to information pertaining to this solicitation, so potential Offerors are strongly encouraged to use e-mail to request the solicitation. If you do not have Internet or e-mail access, send a request for the solicitation to the address above. Please reference RFP 101-27-00 on all requests. Also include your company name, phone & fax number, and primary point of contact for this procurement. There is no additional information available, and no phone calls will be honored. This acquisition is 60% set-aside for Small Business. Therefore, at least 60 % of all awards under this contract will be to a small business. For this procurement, a Small Business is defined as a concern with $5 Million (or less) average annual gross revenue over the last 3 fiscal years. The SIC Code for this procurement is 8331. If you have questions regarding this procurement, or to request a copy of the solicitation, send your questions or request for the solicitation to the address above. You may also use fax (202) 273-7448, or email (Michael.Smith@mail.va.gov) directly to the Contracting Officer. Telephone calls will not be accepted. Posted 07/21/00 (W-SN477609). (0203)
