shall provide all labor, material, equipment, and supervision required
for repairs and alterations to the Aircraft Electrical Components Shop
(Building 101), NADEP, located at the Naval Air Station in
Jacksonville, Florida. The work includes the demolition and removal of
asbestos containing materials, materials containing lead, material
containing arsenic, metal exterior window wall, non-operational
utilities, supply/exhaust fans, HVAC equipment, concrete pads,
electrical service, walls, doors, finishes; relocations of existing
services and utilities; modifications, cutting, patching and repairs to
existing roof; installation of new walls, floors, HVAC systems and
equipment, electrical systems and equipment, walls, doors, finishes and
related incidental work. Close construction coordination and management
by the construction contractor of all work will be essential in order
to fulfill the work restrictions and phasing schedule required for
continuous operation of the Aircraft Electrical Component Shop. The SIC
Code is 1541, General Building Contractors-Nonresidential Buildings.
The size standard is $27,500,000. The estimated cost range is between
$1,000,000 and $5,000,000. The estimated time for completion is 405
calendar days. 2. A pre-proposal site visit is scheduled for Thursday,
17 August 2000 at 1:00 p.m. local time. Contractors shall meet at the
NAVFAC Field Office Jacksonville, Bldg 13, NAS JAX Main Gate (corner
of Yorktown and U.S. 17 (Roosevelt), Jacksonville, FL. The Government
will award a contract resulting from this solicitation to the
responsible offeror whose proposal conforming to the solicitation will
be the Best Value to the Government, price and technical factors
considered. Technical factors to be addressed are: Past Performance;
Small Business Subcontracting Effort (applies to small and large
businesses); Construction Schedule; and Technical Qualifications. All
technical factors are considered of equal importance. Price proposals
will be total evaluated price, which will be lump sum. The technical
factors and total evaluated price are of equal significance. Offerors
are advised that the Government intends to evaluate proposals and award
to the firm offering the Best Value proposal without discussion or any
contact concerning the proposal received. Therefore, offerors are
requested to propose their most favorable price and technical terms.
Offerors should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. However,
the Government reserves the right to clarify certain aspects of the
proposals or conduct discussions providing an opportunity for the
offeror to revise their proposal. 3. Plans and specifications will be
available as an electronic solicitation. No paper copies will be
available. Potential offerors and plan rooms must register on the
WEB-Site. The entire solicitation, including drawings, will be
available for viewing and downloading at http://esol.navfac.navy.mil.
The download time may be excessive. The official plan holder's list
will be maintained and can be printed from the WEB-Site. Amendments
will be posted on the WEB-Site for downloading. All requests on the
WEB-Site must include (1) complete solicitation number and project
title, and (2) company name, point of contact, address, telephone
number, and e-mail address for the registering company. IT IS THE
OFFEROR'S RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR
AMENDMENTS TO THIS SOLICITATION. ONLY THOSE WHO HAVE REGISTERED ON THE
WEB-SITE WILL BE NOTIFIED IF ANY AMENDMENTS ARE ISSUED. All inquiries

inquiries will not receive a response. 4. Contractors must be
