Since the target of this effort is the 22,000 registered nurses who are AWHONN members, the government needs AWHONN's co-sponsorship, and they are deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I).
