The proposed contractor possesses proprietary information dealing with the improvement of mental health system's response to domestic violence and develops collaborations between mental health providers and domestic violence advocates in order to provide comprehensive services to domestic violence survivors and their children. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1.
