The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to enter into sole source negotiations with Hoffman Engineering Corporation Stamford, CT for the acquisition of six (6) Infrared Test Sets P/N ANV20/20. Required Delivery date is 03 October 2000. The item is a Commercial-Off-The-Shelf (COTS) Non-Developmental-Item (NDI) used in Organizational Level Maintenance. The Infrared Test Set is a portable device, which facilitates accurate goggle adjustment by the user. Personnel use the set to check resolution and performance at both high and low light levels, as well as, determining the operational readiness of night vision systems. The proposed acquisition is for an item that the Government does not own specifications or drawings. The technical data and drawings for the Infrared Test Set are proprietary to Hoffman Engineering. NAWCADLKE intends to procure this item under the authority of 10 U.S.C. 2304 (C) (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used to the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
