for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This announcement/solicitation is issued as N00102-00-Q-0961
and incorporates provisions and clauses effective through Federal
Acquisition Circular 97-18. This acquisition is reserved exclusively
for Small Business Concerns; the standard industrial classification
(SIC) code for this acquisition is 3541 and the small business size
standard is 500. Item 0001 -- Portable metal disintegration system for
submarine stud extraction. Item must be portable and able to fit into
a 637/688 and seawolf class submarine (less than 25 inch diameter.
Power supply 480 volts, 3 phase, must be heavy duty with multi-power
selections and on casters. Head support system must be rigid and have
multi-positional capabilities in all three axes at 360 degrees.
Automatic feed of electrode (110 volts AC), must be able to remove
glazed or hardened pins, studs, bolts, drills, taps, etc.. in all
shapes and sizes where accessibility is limited. Must be able to remove
any size or burn in any configuration from about .040 thousands of an
inch to one inch in one pass (larger studs or holes can be made using
mulitple passes). Hazardous substances such as oil can not be used in
the disintegration procedure/process. Must be able to use a constant
supply of fresh water at the electrode point of contact/burn point to
act as a collant/heat exchanger to prevent the transfer of heat to the
matted surfaces. In other words, it has to maintain everything at
ambient temperature, except what needs to be removed. The
disintegrated/discharged pieces should normally be less that 10
microns. Instruction manuals and major parts breakdown list of major
components must be provided. MSI Model# S325-EK or equal. Must provide
product literature for products other than brand name specified above
with quotation. Item 0002 -- Comprehensive training to be provided for
item 0001 on use, maintenance and repair of the metal disintegration
equipment/components. Pricing to be inclusive of all travel expenses.

or Executive Orders applicable to acquisitions of commercial items or
