Desc: This requirement is being procured in accordance with FAR Part
12, Acquisition of Commercial Items and an award will be made in
accordance with FAR Part 13, Simplified Acquisition Procedures. The
U.S. Department of Energy's National Energy Technology Laboratory
(NETL) intends to issue a Request for Quotations (RFQ) for a Elevated
Temperature Hydraulic Grip Assembly to be shipped to the U.S.
Department of Energy, Albany Research Center, 1450 Queen Ave SW,
Albany, OR 97321. The Elevated Temperature Hydraulic Grip Assembly must
meet the following specifications: DESC: The purpose of this
specification is to procure hydraulic wedge grips suitable for fatigue
testing flat specimens at temperatures up to 600 degrees F. The grips
will operate inside the environmental chamber and thus must berated
for immersion in 600 degree F air. It is expected that the grip
assembly will consist of grips, wedges, hydraulic grip supply and all
necessary attachments. Specific system requirements are: (A) Hydraulic
Wedge Grips: (1) Grips rated for use up to at least 600 degrees F; (2)
Force capacity approximately +/- 5000 lbs in fatigue (acceptable range
of +/- 3500 to +/- 8000 lbs); (3) Side entry design; (4) Specimen
guide for repeatable flat specimen positioning and alignment; (5) Zero
backlash when cycling from tension to compression; (6) Adjustable
gripping pressure; (7) One set of embedded grit wedges (such as
Surfalloy) for testing flat samples 0 to 7 mm in thickness at
temperatures up to 600 degrees F; (8) Means of attaching grips to load
frame and actuator. (B) Hydraulic Grip Supply: (1) Can be either
self-contained or tap into oil supply from load unit; (2) Individual
control valves for upper and lower grips; (3) Control grip pressure
from 100 to 3000 psi; (4) All necessary hoses and power cords.
Solicitation Number S00000684 is issued as a Request for Quotation
(RFQ). This proposed purchase order is 100% set-aside for Small
Business concerns. The applicable SIC is 3443 and the small business
size is 500 employees. All items shall be delivered FOB Destination
within 4 weeks after receipt of purchase order. FAR 52.212-1
Instructions to Offerors -- Commercial Items (AUG 1998) is incorporated
by reference and applies to this acquisition. Within FAR 52.212-1, an
reference to "offer" is changed to read as "quote". The provisions at
52.212-2 Evaluation -- Commercial Items (JAN 1999) does not apply to
this acquisition. Instead, the following information will be used for
evaluation of offerors: An award shall be made to that responsible
offeror submitting a technically acceptable quote and offering the
lowest evaluated price. Price shall be the deciding factor among
technically acceptable quotes. Technical acceptability will be
determined solely on the content and merit of the information submitted
response to this provision as it compares to the minimum
characteristics provided above. Therefore, it is essential that
offerors provide sufficient technical literature, documentation, etc.,
in order for the Government evaluation team to make an adequate
technical assessment of the quote as meeting technical acceptability.
Price shall be the deciding factor among technically acceptable quotes.
The offeror shall provide backup information to support the quoted
price (e.g. a copy of current catalog or established price list, three
invoices for the same equipment, etc.). FAR 52.212-3 Offeror

Contract Terms and Conditions -- Commercial Items, and FAR 52.212-5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items apply to this acquisition. FAR
provisions and clauses including FAR 52.212-3, can be found at the
