Alexander Drive, Research Triangle Park, North Carolina intends to negotiate a commercial item (FAR Part 12) sole source contract with Biacore, Inc., Piscataway, New Jersey (contingent upon JOFOC approval), under the authority of FAR 6.302-1. This procurement is for one (1) each Biacore 3000 Processing unit with four (4) flow cells that are monitored simultaneously to be used with a Biosensor based instrument using surface plasmon resonance to detect and continuously monitor interactions in real-time, label free, continuous flow for sample and buffer delivery capable of micro recovery (<10 ul) of bound analyte. Instrument is fully automated for sample handling and includes micro-sample recovery. Capable of directly detecting low molecular weight (<200 MW) molecules and can study interactions in a wide range (4-40 degrees C) of temperatures and sensor chip configurations. Must have global analysis software, a baseline driftless than 0.3 ru/minute and noise of less than 0.1 ru (RMS), getting started reagents and interactive CD ROM for training, capabilities to reuse 50-100 times the same biospecific sensor chip for repeated sample analysis, stirring of samples is necessary which can cause shearing of proteins, disruption of cells, and exposes samples to an air interface enhancing oxidation of proteins. A justification for other than full and open competition has been prepared to support this procurement. Interested parties may identify their interest and capability to respond to this requirement.
