plans to issue a Request for Offer (RFO) for both mechanical and
physical testing of 8 different carbon/carbon (C/C) and 8 different
carbon/silicon carbide (C/SiC) ceramic matrix composites (CMCs) in
support of the Pratt&Whitney/NASA GTX program. Mechanical testing will
consist of 4pt flexural strength testing (1"x6"x0.1" specimen, 70F to
3200F, inert atmosphere), and interlaminar shear strength testing by
both the double-notch shear method (0.5"x1.25"x0.1" specimen, 70F to
3200F, inert atmosphere) and the short-beam shear method (TBD specimen,
70F to 3200F, inert atmosphere). Physical properties will consist of
cross-ply and in-plane thermal conductivity testing by both the
comparative rod method (1" diax1" specimen, 70F to 1800F, inert
atmosphere) and the radial inflow method (.7"x.7"x2" specimen, 1800F to
3500F, inert atmosphere), and permeability testing (2.055" and 2.315"
ID tubes, 70F to 1300F). An option to perform additional flexural and
thermal conductivity tests is also included.The total period of
performance is 6 months. NASA/GRC intends to purchase the items from
Southern Research, Birmingham, AL 35255 using 10 U.S.C. 2304(c)(1) Only
one responsible source and no other supplies or services will satisfy
agency requirements. Southern Research is the only source capable of
performing inert atmosphere testing to 3200F, radial inflow thermal
conductivity testing to 3500F and permeability testing room temperature
to 3200 degree F in an inert atmosphere using the radial in-flow
thermal conductivity test. Results of these tests using Southern
Research equipment will be compared to previous tests of C/C and C/SiC
CMCs performed by the same contractor using the same equipment. This
ensures a scientifically acceptable comparison of the results. The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on August 11, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
