United States Special Operations Command (USSOCOM), Special Operations
Acquisition and Logistics Center, Directorate of Procurement, intends
to negotiate on a sole source basis with Anthrotech, 503 Xenia Ave.,
Yellow Springs, OH 45387-1839 in accordance with 10 U.S.C. 2304c(1) and
FAR 6.302-1; "Only one responsible source and no other supplies or
services will satisfy the agency requirements." USSOCOM has a
requirement for the follow-on phase of the Modular/Integrated
Communications Helmet (MICH) sizing and fitting study in support of the
MICH evaluation and developmental testing. Anthrotech has completed two
previous anthropometric studies in support of the MICH evaluation and
testing of COTS helmets. Precise expertise is required to complete this
evaluation and to incorporate the information obtained from the two
initial studies. USSOCOM contemplates awarding a firm-fixed price
contract under simplified acquisition procedures for the execution of
the anthropometric study. The estimated amount is between $50,000 and
$75,000. The period of performance is estimated to be six months from
