Research Laboratory (AFRL), Sensors Directorate, Electromagnetics
Technology Division (AFRL/SNH) at Hanscom AFB MA is soliciting
proposals for basic research to advance the state-of-the-art and
scientific knowledge in electromagnetics technology. The Technical
Areas ARE: (a) Antenna Technology, (b) Electromagnetic Scattering from
Targets and Terrain, (c) Optronics Components and Algorithms, (d)
Image Exploitation of Infrared Cameras; and (e) Intrusion Detection.

THAT DUE TO UNANTICIPATED BUDGET FLUCTUATIONS, FUNDING IN ANY OR ALL
AREAS CAN CHANGE WITH LITTLE OR NO NOTICE. Consequently, it is
imperative that ALL potential offerors contact the appropriate
technical point of contact listed with the detailed descriptions PRIOR
to committing resources to preparing a proposal in response to this
Broad Agency Announcement (BAA). The technical and cost proposals shall
be submittedin separate volumes in original plus three copies with the
original marked to distinguish it from the copies and shall include
the information required by the proposal preparation and cost proposal
instructions. Submit proposal to: Mr. Zachary White, AFRL/SNH BAA
Monitor, 80 Scott Drive, Hanscom AFB, MA 01731-2909. The proposals will
be evaluated by a peer or scientific review process in accordance with
the following evaluation criteria. Factors (1) through (6) are of
equal importance: (1) The overall scientific and/or technical merits of
the proposal. (2) The potential contributions of the effort of the
AFRL/SNH mission and its relevance to the Air Force in supporting
operational requirements. (3) The offeror's capabilities, related
experience, facilities, techniques, or unique combinations of these
which are integral factors for achieving the proposal objectives. (4)
The qualifications, capabilities and experience of the proposed
principal investigator, team leader, and other key personnel who are
criticalto achieving the proposal objectives. (5) The reasonableness
and realism of proposed costs and fees if any, and the availability of
funds. (6) The offeror's record of past and present performance. No
further evaluation criteria will be used in selecting the proposals.
AFRL reserves the right to select for award any, all, part or none of
the proposals received in response to this announcement, subject to
availability of funds. The Government reserves the right to award the
instrument best suited to the nature of research proposed. Accordingly,
may award a cost reimbursement contract under the Federal Acquisition
Regulation (FAR). The cost of preparing a proposal to a BAA is not
considered an allowable direct charge to the resulting contract or any
other contract. It is, however, an allowable expense to the normal bid
and proposal indirect cost specified in FAR 31.205-18. Proposal
received in response to this announcement will be deemed in accordance
with the Competition in Contracting Act of 1984. Every effort will be
made to protect the confidentiality of the proposals. In order that
the proposals are afforded proper handling, offerors must mark their
proposals with restrictive language stated in FAR 15.609(a). Offerors
are cautioned that only Government Contracting Officers are legally
authorized to commit the Government. Firms responding should indicate
if they qualified as a Large Business, Very Small Business, Small
Disadvantaged Business, 8(a) Concern, Woman-Owned Small Business, or
HUBZone Small Business. Offerors are requested to provide a name and
telephone number of point of contact. Proposal may be submitted any
time through 30 September 2001. This announcement shall remain open
until revised, or superceded. An Acquisition Ombudsman, Colonel Joseph
B. Magnone, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
