VA Roseburg Healthcare System, Roseburg, Oregon, is soliciting for the
services of a Architectural Engineering Firm, to include, but not
limited to preparation of construction drawings and specifications,
as-built drawings, construction cost estimates, proposed construction
schedules and provide necessary construction period services for the
project titled "Renovate Bldg. 10, Project# 653-00-120." This
procurement is 100% set-aside for emerging small business only.
653-00-120, RENOVATE BLDG. 10 SCOPE OF WORK: The scope of work for the
design of this project includes the preparation of Schematics
(formulate scope of work, review VA design criteria, produce sketches,
description of work & cost estimate), Design Development (formulate
drawings, specification schedule, detailed cost estimate), Contract
Document Development (develop full set of bid documents), Contract
Administration (review shop drawings, record drawings, site visits).
The project will renovate the existing 4000 square foot Engineering
Building to house the administrative functions of Facility Support
Services. The design will include all necessary work to evaluate the
existing roof and structural system of the building for seismic
hardening. The design team will evaluate and make recommendations on
the modification or replacement of the existing HVAC and electrical
system in the building. DESIGN SCHEDULE: 45 days to complete
Preliminary design, 30 days to complete Construction Design to the 35%
level, 30 days after Government review to complete 75% level, and 30
days after Government review to complete to 90% level. Final
Construction documents will be delivered to the Contracting Officer 14
days after the return of the 90% level documents. DRAWINGS: Drawings
will consist of a title sheet followed by the applicable
architectural/engineering order of drawings. Upon award of construction
contract three sets of contract drawing will be colored for easy
identification of areas and /or systems (i.e. ventilation ductwork,
piping systems) and delivered to Facilities Support Services.
SPECIFICATIONS: Standard VA construction specifications will be used.
These specifications will be edited to apply solely to the content of
this project. Specifications will be clearly typed on 8-1/2" X 11",
white bond paper suitable for reproduction. If reproduction is
negotiated major sections of the specifications will be printed on
different colored paper (i.e. architectural, electrical, mechanical).
The A/E selection criteria shall include the following element (a)
through (m) (not necessarily listed in order of importance or merit):
a) Proposed management plan; b) Previous experience; c) Professional
qualifications; d) Facilities location; e) Proposed design approach; f)
Cost control; g) Schedule control; h) Estimating effectiveness; i)
Describe your experience and capabilities in the following areas: Value
engineering; Life Cycle Analysis; Critical path method;
Fast-track-construction; Energy conservation; New energy resources;
Environmental assessment; Specialized experience; Computer aided
design, drafting, and other computer applications; j) Describe awards
received; k) Describe circumstances and outcomes of any litigation you
have been involved in over the last five (5) years; l) Indicate type
and amount of liability insurance you carry. Estimated construction
cost is $250,000 -$500,000. The successful Engineering firm must have
an established field office within commuting distance of said VA
Medical Center. This is not a request for proposal. All firms meeting
or exceeding the stated requirements described in this announcement may
respond by submitting three (3) copies of Standard Form (SF) 254 and SF
255 to the issuing office prior to 9/22/00 at 2:00 p.m. local time. All

restricted to A/E firms located within a three hundred (300) mile
radius of the VA Roseburg Healthcare System, Roseburg Oregon, 97470 and
