has a requirement to redesign its public web site
(http://www.loc.gov). The redesign process will include the following
activities: working with Library managers to clearly define the role(s)
of the public web site; performing extensive user analysis of the
Library's clients; defining a new, user-centered navigational structure
for the web site based on data gathered during the user analysis;
designing a single, coherent, visually appealing user interface (UI)
and testing it; assuring that the appropriate hardware/software
infrastructure is available to support it; and, creating UI and graphic
standards to ensure consistency between pages. The redesign team must
have extensive experience in the fields of user-centered design and
usability engineering, information architecture design for the World
Wide Web, graphic design for the World Wide Web, usability testing and
analysis, user needs analysis (focus groups, market research, etc.)
and include at least one member who is either a Certified Professional
Ergonomist (CPE), a Certified Human Factors Professional (CHFP) or who
has a minimum of five years experience in human factors/usability
engineering. Deliverables will include: data gathering and analysis of
the user communitites for the Library of Congress Public Web Site, the
development of a new User Interface (UI), High-level Navigation
Architecture (HNA), and graphical treatments (designs); development of
a plan for implementing the new UI and HNA; usability testing of the
new UI and HNA during the key stages of development; and, delivery of
sufficient "technology transfer" to insure success of the project.
