The Centers for Disease Control and Prevention intends to solicit a quotation on a sole source basis from Affiliated Computer Services, 1100-A Cobb Parkway North, Marietta, GA, 30062, for services to convert various paper records and documentation to digital CD-ROM format using Digitech Systems Paper Version retrieval software, as well putting these documents on microfilm. There may also be some records on microfilm which will need to be converted to the digital format. There are approximately 240,000 pages which will require conversion. The Vendor must be capable of converting the reference, archival paper documents, and microfilm into an electronic digital format (i.e., CD-ROM), complimented with a sophisticated retrieval software which allows one to rotate-, magnify, "highlight", and e-mail any of the scanned document(s). Minimum requirements are: (1) documents shall be picked up at CDC with an audit/tracking system to locate documents throughout document conversion process; (2) document file preparation, when necessary, will include removing staples paper clips, unfolding any documents, mending torn pages, and all documents smaller than 4"x6" shall be affixed to a 8.5"x11"; (3) internal controls for verifying all pages have been scanned; (4) documents shall be scanned with at least 200 dpi; (5) all images will be de-speckled, de-skewed, and enhanced for readability; (6) documents shall be indexed by at least three sorting-criteria for efficient document retrieval; (7) Excel files containing CDC's list database mnemonics shall be merged into the scanned documents for sorting; (8) all images will be inspected for readability and legibility, and images that are unreadable shall be re-scanned due to operator error or equipment malfunction; (9) all documents shall be replaced into original container and returned to CDC within 30 days of scanning; (10) documents shall be converted to "read-only CD" which will be quality controlled for image readability; (11) Digitech Systems, Inc., Paper Vision software is required for document CD-location searching, viewing image manipulation, magnification, scaling, rotating, printing, exporting, searching, file migration and creating index/editing fields; (12) Papervision software shall be upgraded to maintain "state-of-the-art" retrieval capability; (13) existing microfilms shall be converted to a CD-ROM format. Minimum PC requirements: PC running Microsoft Windows 95/98 or Microsoft Windows NT 4.0 (SP3) or higher; 16 MB memory(32 MB recommended for Windows NT); 20 MB available disk space for installation of program files; VGA or high resolution; CD-ROM drive. Simplified acquisition procedures will be utilized, and an oral quotation will be solicited on or about 08/08/00. Other than full and open competition is authorized pursuant to 41 U.S.C. 2253 (c)(1).
